    Tool Description which should cover: What does the tool do and what will the deliverable be? (workbook, software, website) What will the tool let industry do that it either cannot achieve now or can only do poorly? Where will industry find value in the outcome of the development?

    Development Plan which should cover: How the tool is going to be developed. What exactly are you going to do? What is the outline project plan rough timings to Gates 2 and 3 from approval Optionally an outline budget What industrial help is required? (Beta testing, case studies etc)

    Qualification Check and Support Needs which should cover: Details of the underpinning research including funding source Any industrial support already in place Further industrial and academic support required
