    In the early 1960s, the top U.S. military leaders drafted plans, called Operation Northwoods, that proposed terrorist acts and creating civilian casualties in American cities to generate public support for a war against Cuba. The plans included assassinating Cuban exiles, sinking boats of Cuban refugees, hijacking planes, and blowing up a U.S. ship to blame on Cuba. The military brass contemplated causing U.S. military casualties to provoke "a helpful wave of national indignation" toward war with Cuba to remove Fidel Castro from power.
