2ND QUARTER REPORT CARD INDICATES FISCAL HEALTH & OPPORTUNITIES FOR IMPROVED ACCOUNTING PRACTICES KINGSTON, NY (August 19, 2013).Ulster County Comptroller Elliott Auerbach has released his 2013-2nd Quarter Review, noting a generally sound fiscal bill of health, while pointing out continued efforts to conform the Countys accounting methods to best practices for government accounting. Our review of the 2nd Quarter of 2013 reveals fundamentally sound fiscal leadership, and a workforce committed to the greater good of the County in its stewardship of taxpayer funds, says Auerbach. However, our role as an independent Office of the People of Ulster is to constantly monitor those fiscal operations to identify opportunities to improve the efficiency of Ulster government and protect the bottom line. The Report recaps recommendations made in the various reports issued by Auerbachs Office during the 2nd Quarter, and urges the adoption of certain accounting methods, forms, and records, which, according to Auerbach, reflect the continual effort to discharge our auditing mandate by fine-tuning oversight and risk reduction practices. The driving force is good government, plain and simple. While noting specific areas of accounting protocol modification which would benefit the County, the Report also details the processing of over 6,000 claims consisting of over 13,000 individual transactions valued at approximately $31 million during the quarter.
