A two-stage procurement model for humanitarian relief supply chains
The humanitarian relief procurement problem falls within the area of humanitarian logistics and supply chain management, which has been defined by Thomas and Kopczak (2005) as the process of planning, implementing, and controlling the efficient, costeffective flow, and storage of goods and materials, as well as related information, from the point of origin to the point of consumption for the purpose of improving social welfare and alleviating the situation of vulnerable people. The humanitarian logistics function encompasses a wide range of activities, which include disaster preparedness and planning, procurement, transportation, warehousing, tracking and tracing, and customs clearance (Thomas and Kopczak, 2005)
