Executive Summary Minor Collector vs.

Local Road Classication Comparison of City of Waterloo Criteria in Transportation Master Plan My analysis, based entirely on factual information, examines the details from City of Waterloo documents, particularly those in Exhibit 5-3 (Road Classications) of the new Transportation Master Plan (pp. 18-20). I believe that the use of minor collectors provides the City with many options at their discretion, years into the future, to change the fundamental characteristics of our historical neighbourhood which we are aiming to preserve. By considering each of the items in Exhibit 5-3 (Road Classications), I conclude that the combined effect of these differences in the criteria between minor collectors and local streets could be materially adverse to the livability of the entire neighbourhood. I note in the table that the criteria of cut-through trafc (ie. non-local trafc) is not mentioned in Exhibit 5-3 (Road Classication Criteria) in the Transportation Master Plan. However, in the new Ofcial Plan on page 76 it states that, Local streets will discourage through trafc within residential areas, while the same section of the Ofcial Plan is silent on through trafc for minor collector roads, presumably implying cut-through trafc would not be discouraged on minor collectors. I have substantiated the key arguments in my report with two recently successful City staff arguments at formal meetings for zoning change applications at City Council, one for 7 Churchill St. and another for 155 Caroline St. My three main conclusions are summarized as follows: 1) Minor collectors are not a benign and suitable trafc tool for our neighbourhood; 2) The use of minor collectors puts in place a zoning mechanism that could increase trafc in the neighbourhood and encourage trafc inow and cut-through trafc along the designated minor collector road; 3) The implications of the descriptors of a minor collector in the Transportation Master Plan function to create a highly adverse impact on the integrity of our historical, lowdensity residential neighbourhood that should not be understated. Consequently, the three streets in question (John St., Allen St. and Avondale) should remain classied as local streets and trafc diversion must be measures implemented.
