RESOLUTION No. ‘Sponsored by Commissioners Wendy Pitts Reeves, Gary Farmer, Ron French, and Joe McCulley ARESOLUTION AMENDING THE ETHICS POLICY OF BLOUNT COUNTY. WHEREAS, the Board of County Commissioners of Blount County, Tennessee has previously adopted Resolution 07-04-04 establishing an ethics policy and an Ethics Committee for Blount County; and WHEREAS, said resolution was amended by Resolution 08.04-014; and WHEREAS, the Board of County Commissioners of Blount County, Tennessee deems it necessary to amend the makeup of the Ethics Committee. NOW THEREFORE BE IT RESOLVED, by the Board of Commissioners of Blount County, Tennessee in ‘session assembled that the following amendment to Resolution 07-04-074 and Resolution 08-04-014 be adopted: Replace Section 5 with the following section: Section 6. Ethics Complaints. ‘A County Ethics Committee (the "Ethics Committee”) consisting of five members shall be nominated to two-year terms by the County Mayor with confirmation by the county legislative body, to be appointed at the same time as internal committees of the county legislative body. Members of the Ethics Committes shall not be employees or officals of the Blount County Government, nor shall the members be direct rela- lives of employees or officials of Blount County Government. For the purposes of this resolution, direct relatives shall be defined as spouse, sibling, parent, or child, Members of the Ethics Committee shell serve without compensation. ‘After adoption of this amendment, the County Mayor shall nominate, subject to the confirmation of the County Commission, two members to be added to the present Ethics Committee. The two members shall serve until September, 2010, and may be reappointed one time. In September, 2009, the County Mayor shall nominate, subject to the confirmation of the County Commission, three members for a two year term. Hereinafter, all members shall serve @ maximum of two terms, Prior to nomination by the County Mayor, the Human Resources Director shall accept applications for the position on a form designated by the Ethics Committee. The Human Resources Director is requested to inform the citizens of Blount County of the application process by all practical means possible. The Hu- man Resources Director shall receive and review the applications and forward them to the County Mayor. ‘The Mayor shall choose nominees from the applications. All applications submitted shall be placed in the County Commission packet at the time of nomination ‘The records of the Ethics Committee shall be maintained by the secretary and shall be filed in the office of the county commission secretary, where they shall be open to public inspection, BE IT FURTHER RESOLVED THAT THIS RESOLUTION TAKE EFFECT FROM AND AFTER ITS. PASSAGE, AND THAT ANY PART OF ANY PRIOR RESOLUTION TO THE CONTRARY IS HEREBY DECLARED NULL AND VOID, THE PUBLIC WELFARE REQUIRING IT.
