6501 Legacy Drive Plano, Texas 75024 RE: Redevelopment of Westdale Mall Dear Mr. Smith: As a follow up to your visit to City Hall yesterday, Mayor Ron Corbett and I want to reinforce the priority the City has placed on the redevelopment of the Westdale Mall property and the importance of not losing the current construction season. The City Council enthusiastically endorsed the redevelopment plan proposed by Frew Development Group. That plan addresses the Citys priorities and goals in encouraging a modern live, work, play mix of uses coupled with more open and green space areas. The Mayor, members of Council and I encouraged John Frew and his company to take on the challenge of this project. In support of his efforts to put a development plan in place, the City has created the Westdale Urban Renewal Area Plan and has approved the establishment of financial grants and incentives to expedite the redevelopment plan. We expect Mr. Frew to commence construction immediately and he is prepared to do so. JC Penney is now the single remaining impediment to the recovery of this important community asset. We strongly encourage your companys cooperation to avoid losing the 2013 construction season and having another year go by with no improvement to the Westdale Mall situation. Specifically, we request your agreement that site work and demolition of the former Montgomery Ward store can commence immediately while the particular details of JC Penneys future presence at Westdale are resolved.
