Line authority: It is the direct authority which a superior

exercises over his direct subordinates to carry out instructions

Acts as a chain of command

As a carrier of responsibility

Staff authority: It involves giving advice to line managers

to carry on the operation. The flow of this authority maybe in any direction

Advisory staff authority: He studies problems, offers

suggestions and prepares plans for the use of line managers

Concurring staff authority: A staff man can be granted

authority that no action can be taken until the concerned staff man agrees to it

Control staff authority: These managers have authority

to control certain line operations either directly or indirectly through policy interpretation, procedural compliance etc

Functional staff authority: An extreme form of authority

where the staff man gives orders directly to the line managers

Limitations of Chart and Manual


Rigidity: Change is constant and incorporating changes

Psychological problems: A feeling of superiority or

inferiority develops which works against team spirit
