Dear Chainnan Obey:

I, Congresswoman Carolyn Cheeks Kilpatrick, am requesting funding for the City of Detroit for
FY 2010. The entity to receive funding for this project is the City of Detroit, Suite 1126,2
Woodward Avenue, Detroit, Michigan 48226. The Detroit Workforce Development Department
proposes to implement a Parolees, Technical Parole Violators, and Fonner Prisoners Project
based 0 the belief that fonner prisoners, who receive transitional jobs, career coaching and
counseling services along with job placement and supportive services will maintain employment.
