    Dear Chairman Obey:

    I, Congresswoman Carolyn Cheeks Kilpatrick, am requesting funding for Starr Commonwealth


    for FY 2010. The entity to receive funding for this project is Starr Commonwealth 22400 West
    Seven Mile Road, Detroit, Michigan 48219. This program bridges the gap between
    emancipation and true social maturity of metropolitan Detroit youth who have grown up in foster
    care, the mental health system and the juvenile justice system. Bridges Towards Responsible
    Adulthood works to address specific needs of troubled and at-risk youth. I certify that neither I
    nor my spouse has any financial interest in this project.
