    Dear Chairman Obey and Ranking Member Lewis:

    I am requesting funding for the Open Source Lab for Law Enforcement in fiscal year
    2010. The entity to receive funding for this project is the University of Texas at El Paso
    (UTEP), located on 500 West University Avenue, El Paso, TX 79968. The funding will
    be used to establish an Open Source Intelligence Lab within the Criminal Justice Program
    at UTEP to develop a Latin American database to support law enforcement agencies
    along the U.S.-Mexico border. I certifY that neither I nor my spouse has any financial
    interest in this project.
