Minutes of the New Hutton Parish Council meeting held on 2nd October, 2013 131002-1 Present Pat Bell,

Hazel Hodgson, Henry Robinson, Tony Porter (Chairman), Arthur Robinson (clerk), and 3 parishioners 131002-2 Apologies Tony Ellis and Peter Thornton 131002-3 Acceptance of the minutes of the last meetings The minutes of the parish council meetings held on 18-07-2013 and 12-08-2013 were approved and signed as true records. 131002-4 Chairmans announcements a. L & W Wilson have agreed with CCC to lower their stockpile of material at the recycling plant at Roan Edge by 2m and are waiting for a new wash plant to be installed before processing it. The CCC Monitoring Officer is continuing to monitor the situation. b. The planned footbridge between Raw Head and Millrigg Lane has been delayed by CCC until the next financial year. c. The Parish Council sent letters to support grant applications by South Cumbria Rivers Trust to Nurture Lakeland and Armistead Community Fund for the removal of invasive species in 2014. d. It was reported that a planning application (SL/2013/0767) has been made for a hydro-turbine at the outlet of Killington Lake to generate electricity equivalent to the consumption of over 35 average homes. e. The SLDC Parish Charter is being reviewed and is likely to include agreements on working arrangements between SLDC and parishes about monitoring the effectiveness of the Parish Charter; partnerships; planning; development and training; communication and consultation f. The Armistead Funding Committee awarded 1000 to the Institute for a defibrillator; other applications from Kirkby Lonsdale Bowling Club and Sedbergh and District Canoe Club were refused. g. Japanese Knotweed at Strawberry Bank has been sprayed. If parishioners see any more of this invasive weed anywhere in the parish, please report it to the clerk. 131002-5 Declaration of interests: none

131002-6 Open session a. It was with sadness that the death of Muriel Bell was reported. She helped to take care of the Millennium Garden and picked up litter along roads for many years. b. The clerk was asked to seek information about the repair of the ditch which has formed across the A684 over the gas pipe. It has been reported to CCC many times. Further repairs are needed to the ditch across Beehive Lane at its junction with the B6254 and potholes on the A684 at Butterbent Lane. The raised manhole cover causing danger at a bend in New Hutton Lane was also mentioned. c. Before spring 2014, Electricity North West will install a fibre optic cable above the buried transmission cable which crosses the parish field to the Lambrigg Wind Farm substation. Before spring 2015 they will completely replace the overhead transmission line and poles which cross the field. In each case ENW will be asked to liaise with both the tenant and the Parish Council. d. It was reported that United Utilities will empty remaining water in the Haweswater aqueduct into St.Sundays Beck before the 16th October. As there has been no publicity about the effects of this, the clerk was asked to seek further information and to circulate the information he received. 131002-7 Planning applications a) Comments were made about the following applications: SL/2013/0845 Moss Head farm installation of a 50KW photovoltaic system on agricultural land. The Parish Council decided to support this application but with three or four native deciduous trees (eg oaks) to be planted at the north-eastern boundary rather than a hedge. Concern was expressed that neighbouring houses had not been informed of the application by SLDC. SL/2013/0896 Hayfellside Farmhouse change of use from ancillary accommodation to dwelling, erection of shed and construction of canopy porch. The Parish Council noted that all the proposed constructions had already been carried out. Subject to neighbouring houses having been informed of the application, the Parish Council had no objection to it. b) The progress of the following applications was noted: SL/2013/0596 Hagg Hill Top change from a holiday home and dwelling annexe (application SL/2012/0177) to a single dwelling; the parish council had no objection to the proposal but expressed concern about access to the property no decision yet by SLDC SL/2013/0237 Hall Bank use of end bay of cattle shed for vehicle repairs permission granted by SLDC SL/2013/0435 erection of a wind turbine at Old Croft permission refused by SLDC

131002-8 Payment of accounts The following payment was authorised: 243.80 to Zurich Municipal for the annual insurance premium 131002-9 Financial report The sum remaining from this years budget is 506.29. The current account balance is 1156.73 131002-10 Correspondence The following items of correspondence were received since the last meeting: 20-07-2013 from CALC Connecting Cumbria coverage information and community build schemes [forwarded to councillors] 26-07-2013 from CALC affordable warmth projects [forwarded to parishioners] 29-07-2013 South Cumbria Rivers Trust request for a letter to support a grant application for the removal of Himalayan balsam 01-08-2013 from SLDC - request for opinions about the SLDC website [forwarded to parishioners] 01-08-2013 from SLDC stage three of the community governance review (deadline 22 nd October) [see minute 11] 23-08-2013 from Police August newsletter [forwarded to parishioners] 02-09-2013 from CALC September newsletter [forwarded to councillors] 13-09-2013 from CALC training course for 2013-14 [forwarded to councillors] 131002-11 Community governance review A list of households which have expressed a wish in the past to transfer to New Hutton Parish was compiled at the request of SLDC who will write to them in connection with the Local Governance Review. 131002-12 Remedial work to be done by National Grid A list of sites on roads was compiled where National Grid should do remedial work to rectify damage caused during work at Hutton Sub-station. 131002-13 Broadband It was reported that the parish will not be included in the 95% of Cumbria to be supplied with super-fast broadband by the Connecting Cumbria project. However, it might be possible to set up a local scheme using Speednet Scotlands transmitter which has been installed on the wind monitoring mast at the Armistead wind farm. A trial involving 19 households in neighbouring parishes has recently been completed and is currently being evaluated. Several sources of finance to spread the system are being investigated. 131002-14 Parish Plan A draft parish plan was constructed for consultation based on ideas passed to the Parish Council over the last few months (see the attached page).
