BRENT AND HARROW NETBALL LEAGUE

RULES & REGULATIONS


TITLE The League shall be known as THE BRENT AND HARROW NETBALL LEAGUE hereafter to be known as the League. PURPOSE Encourage ladies playing in back to netball sessions around the borough to put their skills into practice joining a league, playing fun, social matches. 1. ADMINISTRATION 1.1. The League shall be governed and managed by the Brent and Harrow League Committee (hereafter to be known as BHLC). 1.2. The decisions of the BHLC in respect of these rules and regulations and on any other matters related to the League which is not provided for below, shall be considered final and binding on all parties. 1.3. It is the responsibility of all Captains to ensure that all players are conversant with the following Rules and Regulations. 2. PLAYING QUALIFICATIONS AND ELIGIBILITY 2.1. The League shall be open to any Back to Netball group affiliated to England Netball which has paid its subscription in this respect. 2.2. Players must be aged 16+. 2.3. The BHLC will charge an entry fee to the League to be reviewed annually. 2.4. Teams must register and pay their entry fee by the deadline date set each season. 2.5. By entering a team/s in the League, clubs/teams agree that They will abide by these Rules and Regulations They are able and willing to fulfil the costs and commitments of participation in the League 2.6. In order to qualify to participate in the League, individuals need to be affiliated to England Netball. 2.7. All players must have their affiliation lodged with England Netball and their subscription paid prior to their participation in the League. 2.8. Pregnant players may not take part in League matches beyond the twelfth week of pregnancy. 3. REGISTRATION OF SQUAD MEMBERS 3.1. All players must be affiliated to England Netball to take part in the league 3.2. A maximum of 12 players may be taken to a game. 3.3. Players may only play for their own team unless they are registered to the ringer system 3.4. Players wanting to be a ringer must sign up to the ringer system by contacting the committee 3.5. Players signed up to the ringer system must be Back to Netballers/non club players 3.6. Players signed up to the ringer system may be called up to play for another team if they are short. 4. STRUCTURE OF THE LEAGUE 4.1. Each team in the league will play each other twice. 4.2. League points will be awarded as follows: 3 points for a win 2 points for a draw 1 point for over 50% of the score of a loss (e.g. 10-6) 0 for a loss 4.3. A League Table will be compiled on the basis of the points awarded. Where teams are level on points, positions will be decided on GOAL DIFFERENCE (goals for minus goals against). Failing that, GOAL AVERAGE (goals for divided by goals against) will apply.

5. FIXTURE ARRANGEMENTS 5.1. Matches will be played at JFS

5.2. All matches must be played on the day specified by the fixture schedule, as agreed by BHLC. The start time of each match will be set by the BHLC 5.3. All teams will be responsible for arranging its own travel and for the costs thereof, allowing sufficient travelling time to cover any unexpected delays. Any team that fails to present themselves at the agreed start time (a no show) will forfeit the match, and the non-offending team will be awarded the points as winners by default plus 15 goals and the offending team deducted 3 point and 15 goals. Start time is fixed. 5.4. If a fixture is cancelled It is the responsibility of the offending team to ensure that the Fixtures & Results secretary and the opposition are informed immediately The non-offending team will be awarded +15 goal and three (3) league points for the match and the team that cancels will have 15 league points and five (3) league points deducted from their total The team that cancels may be liable to pay any costs incurred by the match officials, subject to the discretion of the BHLC 5.5. In the event that a match is abandoned for any reason, e.g. adverse weather conditions, the result of that match will be determined by the BHLC, having regard to the score and the circumstances prevailing when play was suspended. 5.6. In the event of cancellation or postponement due to adverse weather conditions or a National Emergency the matches will be played on the spare date. 5.7. In the event of cancelled fixtures, no shows or by team request, matches will not be rescheduled or rearranged. 6. MATCH REGULATIONS 6.1. All games shall be played to the IFNA Rules of the Game currently in force in England at the time, except where specific regulations may apply. 6.2. All matches shall be of 40 minutes duration (i.e. four x 10 minutes). 6.3. Half time interval will be 2 minutes, quarter times will be 1 minute. 6.4. There will be no injury time. 7. MATCH OFFICIALS 7.1. Umpires must be affiliated, active and hold a Netball Europe C Award or have attended the Beginners Award course and working towards C Award. The allocation of umpires will be determined by the BHLC and reviewed annually. 7.2. White is the standard colour for umpires attire, BHLC encourage umpires to wear a white top. 7.3. It is the responsibility of the umpire to time the match duration and intervals. 7.4. The Umpires expenses will be a recommended payment of 15 to B Award and 10 to C Award and 10 for beginners course attendees working towards their C award. BHLC will be responsible for paying umpires, team entry fees include the cost of umpires. 8. RESULT CARDS 8.1. Both team captains and umpires are required to sign scorecards and Handed to Livyumpiring secretary or scanned and emailed or posted to the fixtures and results secretary. 9. LEAGUE ADJUDICATION 9.1. Any queries or complaints regarding the playing of a match and/or its result MUST BE SUBMITTED IN WRITING to the nominated BHLC Chair within five (5) working days. 9.2. Notice of a query/complaint/appeal by a team must be given to their opponents on the day of the match. 9.3. ALL complaints and disputes regarding the playing of a match and/or its result will be determined in the first instance by a sub-committee convened by the BHLC, which will use its best endeavours to resolve the issue as quickly as possible. 10. SUPERVISION AND FIRST AID 10.1. All teams will be held responsible for their players, officials and spectators. 10.2. It is the responsibility of each team to provide adequate first aid cover for its players, which shall also be made available to the match officials on request. 10.3. There shall be no injury time, players with injuries that require treatment must immediately leave the court, teams are able to replace the injured player with someone from the bench.

11. JEWELLERY AND CLOTHING 11.1. All players on court must wear sports wear and suitable trainers, or playing kit or team colours if registered with the league. 11.2. ALL jewellery must be removed when playing netball and players wearing jewellery (including body piercing) will not be allowed on court. The following exceptions will apply: Only wedding may be worn but MUST be taped. No engagement or other rings may be worn under taping. Medic alert bracelets may be worn but must be secured in such a manner that they will not constitute a danger to an opponent, i.e. with clear tape, and in such a way that it cannot be removed/lifted off by any accidental contact. 11.3. No form of gloves may be worn when playing netball. If gloves are required for medical reasons, the umpires may allow seamless leather gloves to be worn on production of an appropriate medical certificate and provided that they are satisfied that any gloves worn do not present an obvious hazard to other players. 11.4. If scarves or trousers need to be worn because of religious practices, the player and the coach must ensure that the material used for the head covering is soft, without embellishments which might constitute a danger and with potential flowing/flapping edges held securely around the neck or tucked into the shirt collar as neatly and securely as possible. 11.5. As per England Netball Rule 1.4.5 Fingernails, shall be short and smooth. If their fingernails conform to this rule then they can participate, whether their nails are square or round. Please beware that should a player be wearing Acrylic nails which do not conform to the above, then they should not participate according to the rule. If the players Acrylic nails do conform to the rule, and they subsequently suffer damage to their nail(s) then, they participate at their own risk and they would not covered by any England Netball Insurance. 11.6. Hair must be tied back and no hard headbands and no large hard clips may be worn.
