PROPOSALS FOR SG REGULARIZATION/CLUSTER REVIEW 1.

All employees of Cluster A & B who are in the Special Grades and who have completed minimum two years in SG be regularized provided they do not have adverse CR rating during the preceding year. This will not entail any financial burden. 2. Since there is no recruitment now a days in the unskilled categories and the number of employees in Grades I to III are diminishing we proposed to abolish Cluster A in a phased manner. The existing employees in Cluster A be allowed to move to Cluster B provided they do not have adverse CR rating and thereafter their career progression be guided as per Cluster policy. Necessary trade test may be conducted for better career progression of these employees. 3. Those Cluster A employees attached to offices and performing the jobs of office boys who do not have the scope of appearing the trade test. Some of them have knack for the official jobs. Such employees be identified and provided opportunity to learn basic computer applications so that they may be utilized for data entry jobs in various departments in Cluster B. 4. Employees thus moving to Cluster B as suggested in 2 & 3 above may be allowed to have career progression up to Gr.VIII as per Cluster Policy. Those having adequate qualification or those who acquire requisite qualification subsequently will move to higher grades faster as per Cluster policy. Others may be considered on completion of 7 years and subject to minimum satisfactory CR. 5. Single cadre employees who are holding various grades may be regularized in their respective grades with immediate effect and the SG attached to their grades may be removed. Note: Cluster A = Grades I, II & III Cluster B = Grades IV & V Cluster C = Grades VI, VII, VIII & IX Movement to Gr.IX has not been included in the above proposal since this is a grade meant for stagnation removal of Gr. VIII employees only.
