Mystery Number

I have 4 digits. 9 500 is the nearest hundred I can be rounded to. I have an odd number in 2 of my columns. My tens column has a digit which is the difference between 8 and 4. The hundreds column digit is an even number. My digits all add up to 28. None of the digits are the same. What could the mystery number be?
