KOH TRAL
Les Vietnamiens lui ont donn un nom en Vietnamien : Phu Quoc
Points de repres historiques

1856 : Le rois Ang Duong fait connatre M. de Montigny, Ministre

plnipotentiaire de la France en visite Bangkok, par l'intermdiaire de
l'Evque MICHE, son intention de cder Koh Tral la France (Cf " Le Second
Empire de l'Indochine")
1863 : Etablissant le Protectorat au Cambodge , la France annexa le
Kampuchea Krom pour en faire une colonie franaise appele " Cochinchine " .
25 / 05 / 1874 : Koh Tral ( Phu Quoc ) qui appartenait au Cambodge ( sous le
rgne du Roi Ang Duong ) fut place , par le Protectorat franais, sous l '
Administration du Gouverneur de la Cochinchine , c ' est--dire de la France .
16 / 06 / 1875 : Koh Tral est rattache l ' inspection de l ' arrondissement de
Hatien colonis par la France . Il faut savoir que le Roi Ang Duong , en 1855 ,
avait rappel Napolon III que " les territoires annexs par le Vietnam et
compris entre la branche occidentale du Mkong et le golfe de Siam ( rgion de
Hatien ) taient " vraiment terre cambodgienne "
( cf A. Dauphin-Meunier
in Histoire du Cambodge , page 99 ) . Donc Koh Tral reste toujours une le
cambodgienne , malgr qu ' elle soit administre par la France coloniale .
31 / 01 / 1939 : la " Ligne Brvi " n ' est pas un trac de frontire maritime ,
mais simplement une ligne de partage des " pouvoirs d ' administration et de
police " sur les les du Golfe du Siam . De ce fait , Koh Tral est place , comme
en 1875 , sous l ' administration coloniale franaise de la Cochinchine . Brvi
a mme prcis que " la dpendance territoriale de ces les ( dont Phu Quoc
aussi ) reste entirement rserve " .
04 / 06 / 1949 : Malgr les protestations cambodgiennes et la Motion Deferre ,
la France a vot une loi rattachant le territoire de la Cochinchine ( territoire
khmer ) au Vietnam .
24 / 04 / 1954 : la Confrence de Genve , le
Cambodge continue toujours de prostester contre cette cession injuste et

irrgulire de ses terres de Cochinchine au Vietnam par la France , et se

rserve le droit de porter le litige devant l ' ONU .
07 / 06 / 1957 : Norodom Sihanouk , Prsident du Conseil des Ministres , avait
demand , dans une lettre , Lon Nol , Ministre de la Dfense Nationale , d '
assurer la protection de toutes les les du Golfe du Siam ( donc aussi Koh Tral )
, et notamment le groupement d ' les de Poulo- Pangjang ( en Khmer : Koh
Krachak Ss ; en Vietnamien : Tho Chu ), Koh PouloWai (Koh Achss) et Koh
Tang .
30 / 12 / 1957 : Dans son Kret portant sur la dlimitation du plateau
continental cambodgien le Roi Norodom Suramarit a bien raffirm que le
Cambodge se rserve le maintien de ses droits historiques sur Koh Tral ( cf
art.6 du Kret ) .
1963 : Dans le livre " Gographie du Cambodge " publi en 1963 , de Tan
Kim Huon , un savant khmer , ingnieur agronome et ingnieur des Eaux et
Forts , Koh Tral est bien une le cambodgienne ( cf ses cartes n 3 , 12 et 19 ) .
1969 : Koh Tral ( Phu Quoc ) figure dans la liste officielle des les
cambodgiennes , sous le n 61 ( sur un total de 64 les ) , publie par le
Ministre de l ' Industrie et des Mines .
01 / 07 / 1972 : D ' aprs le Kret du 1er juillet 1972 , le Gouvernement de la
Rpublique Khmre tient raffirmer sa souverainet sur son plateau
continental et met en garde les socits ptrolires contre les consquences de
toute action entreprise dans cette zone . Koh Tral reste toujours cambodgienne .
1975-fin 1978 : Statu quo .
07 / 07 / 1982 : Koh Tral ( Phu Quoc ) et Poulo-Pangjang ( Tho Chu ) figurent
dans le territoire vietnamien , sur une carte jointe au " trait sur la zone des
Eaux historiques de la Rpublique Populaire du Kampuchea et de la
Rpublique Socialiste du Vietnam ".
Le Vietnam annexe donc 30.000 Km2 de la surface
maritime Khmre et cre la "mer historique" de 10.000 Km2 au large de Koh
Tral (Cf Cambodge: Recherche Ptrolires, Plateau Continentan de M. SEAN
Pengs, Avril 1995).
Conclusion : De ce qui prcde , la conclusion s ' impose d ' elle-mme .

J'ai l'honneur de vous faire connatre que je viens de procder un nouvel
examen de la question des les du Golfe du Siam dont la possession est
conteste entre le Cambodge et la Cochinchine.
La situation de ce chapelet d'les, grenes tout le long de la cte
cambodgienne et dont certaines se trouvent si rapproches de cette cte que les
atterrissements qui se poursuivent actuellement paraissent devoir les souder au
rivage du Cambodge dans un avenir relativement proche, appelle logiquement
et gographiquement la ncessit, pour ces lts, de relever de l'Administration
de ce dernier pays.
J'estime impossible de laisser se perptuer plus longtemps l'tat de choses
existant qui oblige les habitants de ces les s'adresser, soit au prix d'une
longue traverse, soit au prix d'un long dtour par le territoire cambodgien,
l'administration de la Cochinchine. En consquence, j'ai dcid que toutes les
les situes au Nord d'une ligne perpendiculaire la cte partant de la frontire
entre le Cambodge et la Cochinchine et faisant un angle de 140 G avec le Nord
du Mridien, conformment la carte ci-annexe, seront dsormais
administres par le Cambodge. Le protectorat assumera, en particulier, la
charge de la police de ces les.
Toutes les les situes au sud de cette ligne, y compris l'le entire du PhuQuoc, continueront tre administres par la Cochinchine. Il est entendu que
la ligne de dmarcation ainsi fixe contournera le Nord de l'le de Phu-Quoc en

passant 3 kms des points extrmes de la cte Nord de cette le.

Les pouvoirs d'administration et de police sur ces les seront ainsi
nettement rpartis entre la Cochinchine et le Cambodge de faon viter toutes
contestations l'avenir.
Il est bien entendu qu'il ne s'agit que de l'administration et de la police, et
que la question de la dpendance territoriale de ces les reste entirement
rserve.
Vous voudriez bien prendre vos dispositions pour que ma dcision
reoive son application immdiate.

Article ler - La largeur de la mer territoriale du Cambodge est dcompte partir
des lignes de base droites telles qu'elles figurent au plan annex au prsent Kret.
Article 2 - La largeur de la mer territoriale du Cambodge dcompte partir des
lignes de base droites dfinies ci-dessus est fixe Cinq milles nautiques (1 mille
1.852 mtres).
Article 3 - La largeur de la zone contigu dcompte partir de la limite extrieure
des eaux territoriales est fixe Sept milles nautiques.
Article 4 - La largeur du plateau continental est fixe d'aprs le fond de 50 mtres,
la limite de ces fonds constitue la limite extrieure du plateau continental
cambodgien.
Article 5 - Au Nord et au Sud la dlimitation des eaux cambodgiennes d'avec
celles des Etats limitrophes se fera par une ligne trace de la frontire
perpendiculairement la ligne de base correspondante.
Article 6 - Le prsent Kret ne vise pas l'le de KAS-TRAL (Phu-Quoc) sur laquelle
le Cambodge se rserve le maintien de ses droits historiques.
Article 7 - A titre transitoire pour permettre la libre circulation, la limitation des
eaux entre KAS-TRAL c'est--dire Phu-Quoc et le continent est fixe la ligne de
Thalweg trace d'aprs les profondeurs portes sur les cartes d'tat-major de la
Marine Royale Khmre.
Article 8 - Le plan grande chelle annex au prsent Kret matrialise les

diffrentes lignes faisant l'objet des articles ci-dessus.

Article 9 - Le Ministre des Travaux Publics et des Communications, le Ministre
des Affaires Etrangres sont chargs, chacun en ce qui le concerne, de l'excution
