Current Status, Challenges and Action Plan

CURRENT STATUS

Youth - the most vibrant section of the society - fired by an unquenchable faith in their mission could alter the course of history if given a chance.
India is the most youthful nation in the world with 563 million youth & adolescents (10-35 years)

Youth Based Organisations: 1. Nehru Yuva Kendra Sangathan (NYKS) 2. National Service Scheme ( NSS) 3. Rajiv Gandhi National Institute for Youth Development ( RGNYID)- an Institute of National Importance

Convergence of activities of several Ministries & Departments dealing with Youth & Adolescents. Increased participation of Women in Youth Development activities. Greater participation of States in National Schemes and Programmes

Plan expenditure in Youth Affairs & Sports is very low and has been declining as a %age of Education Expenditure VIII Plan 4.6% IX Plan 3.8% X Plan 3.5% XI Plan 2%- 7%(Annual Plans) States share in YA&S expenditure has been shrinking.

ACTION PLAN
A New National Youth Policy on the anvil - replacing the existing National Youth Policy 2003 Develop qualities of citizenship & dedication to community service Provide educational, training & skill development opportunities for youth Sustain and reinforce the spirit of volunteerism

ACTION PLAN
Develop leadership qualities and engage youth in nation building activities Making National Service Scheme (NSS) / National Cadet Corps (NCC) as compulsory cocurricular activity in educational institutions Utilizing youth network for implementation of development programs, their monitoring, social audit and for awareness campaign for issues relating to girls nutrition, dowry, female foeticide, drug abuse, alcoholism, substance abuse etc.

ACTION PLAN
Consolidating, expanding & energizing the youth club movement for engaging the rural youth in various community activities and for fostering national unity through Nehru Yuva Kendras (NYKs) Utilising the services of NYKs to stem the tide of extremism essentially through programmes like national integration camps, inter-state youth exchange, culture & sports activities and celebration of days and weeks of national importance

12TH PLAN: EXPECTED OUTCOMES


Achieving a greater convergence in implementation of Youth Development Schemes and pooling of resources to expand the outreach of the schemes. Higher participation of development Programmes. Women in Youth

Realizing the demographic dividend by providing more for skill development opportunities particularly for rural youths. Fostering the spirit of National Integration, Volunteerism and Community Service among the Youths.
