On October 26th, Hugh Thomas Ragland IV, 45, was seen exposing himself to two juvenile females as he ran past them on Spruill Street. He was later identified by police and confessed. Ragland was charged with two counts of felony indecent exposure and two counts of indecent liberties with a child. The Huntersville Police Department is asking anyone who may have had similar contact with Ragland to contact them.
