12 November 2013 Senator Francis Escudero Chair, Committee on Finance Dear Sen. Escudero: This responds to your request for a position paper on the PDAF. I reiterate my position, as follows: PDAF should be removed from the six various executive departments into which it was incorporated. These departments are DOH, DPWH, DOLE, TESDA, DSWD, and CHED. The amount should be reallocated as follows: 1. P25 B to Calamity Fund 2. P200 M to Contingency Fund Finally, I propose that instead of merely cutting the PDAF from the budget, the allocation should be transferred to the Calamity Fund.
