PAPER REQUIREMENT FOR SEMINAR 2 nd 2 Semester, A.Y. 2012-2013 Asst. Prof. Ma. Zenia Rodriguez Seminar Coordinator

Instructions: Develop a thought paper based on the discussions and interactions during the two day seminar on local governance: theory and practice. Establish a coherent link between the ideas and experiences discussed in day 1 and 2. The contents of your paper must reflect the following points: The adequacy of the local authority to engage in effective management The relationship between national and local level authorities towards effective local management LGUs and their sufficient capacity to manage effectively The resources (personnel, equipment, etc.) required for effective LGU management and its sufficiency The commitment of local officials to effective management The mechanisms that have been established to coordinate management activities among levels of government

Technical requirements: Number of pages should be adequate enough to reflect your ideas based on the 2 day seminar. Short bond, 1.5 line spacing, TNR 11, paragraphs justified, 1 margin. Citations and bibliography required. Deadline: February 28, 2013 during final exam in GEP.
