The SOC will have the responsibility for providing strategic direction in establishing and implementing the Joint Work Plan that will contain the following components.
a) Process requirements for treaty by treaty implementation discussions
b) Issues identification for treaty implementation and discussion;
c) Rules as may be required to ensure good faith, the honour of the crown and Treaty implementation in accordance with spirit and intent;
d) Identifying dispute resolution processes and mechanisms and the means to work cooperatively on such issues; and
e) Legal instruments requirements to ensure the maintenance of the original Treaty relationship and enforcement.
As part of its mandate the SOC may:

b) Consider the use and establishment of Working Groups to inter alla, lead discussions, produce discussion papers and identify options for solutions in respect of specific issues and;
c) Direct unresolved issues to the Prime Minister and to the National Chief/ Executive portfolio holder for Treaty and along with Treaty Chiefs working group.
This is a very disturbing set up-not inclusive and gives way too much authority to the AFN and it's Executive without internal oversight.
