I have attached them to this email. After doing a little more digging, we found that the Governor and Council passed an act on January 20, 1791 to appoint two commissioners to send to the United States Congress to petition on Vermont's statehood. You can read the text of that act online here:https://archive.org/stream/recordsofgoverno03verm#page/484/mode/2up (pg. 485). If you are interested in a copy of that original act, please let us know. On the following page (p. 486) is a summary of the action in Congress, and the message from George Washington. A memorial is referenced: "...a memorial of Nathaniel Chipman and Lewis R. Morris, commissioners from the said Territory, praying the consent of Congress to that admission...". This memorial is the petition you are looking for, and it is likely stored at the National Archives.
