May 6, 2013 Middletown, PA 17057 The May 6, 2013 regular business meeting of the Middletown Borough Council was called to order at 7:01 p.m. by Council President Christopher R. McNamara. Following the invocation by Council Vice President Robert Louer, and the Pledge of Allegiance, the following Council members answered roll call: Barbara Arnold, Donald Brooks, John Brubaker, Robert Louer, Christopher R. McNamara, Judy Putric, David Rhen, Scott Sites and Suzanne Sullivan. Mayor Robert Reid was absent due to illness, Council McNamara reported. Also in attendance were Borough Manager Tim Konek, and Borough Secretary Chris A. Courogen. Council President McNamara reported prior to the meeting a brief executive session was held during which Council was provided with updates on labor negotiations and matters related to litigation. Following that announcement, the floor was turned over to Mark Morgan, who presented a draft of the plan he has prepared for the Borough under the states Early Intervention Program. Mr. Morgan took comments and answered questions from the public, and told council the next step is to submit the report to the state for comment. After receiving that comment, a final version will be brought back to Council for adoption. At 8:32 p.m., following Mr. Morgans report, Council took a brief recess. Council reconvened at 8:42 p.m.. Council President McNamara presented a series of e-mails documenting the existence of the Boroughs financial challenges going back to at least 2005. Following that presentation, Councilor Brubaker made a motion to adjourn. It was seconded by Councilor Brooks and approved by unanimous consent. At 9:54 p.m., Council adjourned.
