Due to recently enacted legislation, Administration submits for Board
consideration emergency approval and adoption of revised Local Board Policy
EIA entitled Academic Achievement: Grading/Progress Reports to Parents.

RESOLUTION NO. 08-09-193
A RESOLUTION OF THE BOARD OF TRUSTEES, IRVING
INDEPENDENT SCHOOL DISTRICT, APPROVING BOARD
POLICY EIA (LOCAL), AS REVISED, DECLARING AN
EMERGENCY, AND PROVIDING FOR OTHER MATTERS
RELATED TO THE SUBJECT MATTER
WHEREAS, the 81" Session of the Texas Legislative enacted SB-2033 adding Section 28.0216 to
the Tex Educ Code related to grading policies and student grades; and
WHEREAS, SB-2033, as enacted, made the Act effective with the 2009-2010 school year; and
WHEREAS, the District's Administration and the Board’s Policy Review Committee have
reviewed Policy EIA, the enacted legislation, and have proposed and recommend Policy EIA (LOCAL)
be amended and approved substantially in the form attached to this Resolution as Exhibit “A”; and
WHEREAS, the Board of Trustees, desires to accept the recommendations, and adopt Policy EIA
(LOCAL) as amended.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE
IRVING INDEPENDENT SCHOOL DISTRICT THAT:
n 1: The above and foregoing recitals be, and are hereby, found to be true and correct,
and are incorporated into the body of this Resolution verbatim.
Section 2: Board Policy EIA (LOCAL) issued December 2, 2002, amended April 16, 2007,
and is hereby, revised or amended substantially in the form attached to this Resolution as Exhibit “
and is hereby approved and adopted, as revised.
Section 3: The enumerated Policy EIA (LOCAL), as revised, shall take effect with the 2009-
2010 school year.
Section 4: Due to the urgency of implementing the Policy EIA by the 2009-2010 school year,
the Board of Trustees hereby waives the requirements to adopt Board Policies only after second
reading
n 5: It is hereby officially found and determined that the meeting at which this
Resolution was considered was open to the public, and public notice of the time, place and purpose of
the meeting was given and posted, all as required by Chapter 551, Tex Gov't Code, as amended.
Section 6: Whereas, an emergency is apparent for the immediate preservation of order, health,
safety, and general welfare of the public that requires this Resolution to become effective immediately;
therefore, it shall be effective from and after the date of its passage, and itis so enacted.

EIA (LOCAL) ACADEMIC ACHIEVEMENT:
GRADING/PROGRESS REPORTS TO PARENTS
Recently enacted legislation included SB 2033 which amended Chapter 28 of the Education
Code adding a new section, 28.0216 entitled District Grading Policy. As a result, Administration's
review of Board Policy EIA (Local) requires the deletion noted on page 3 of 3 within the policy
section entitled Recording Failing Grades. As per SB 2033, establishing a numeric grade
threshold ie. 50, is no longer enforceable. Also, found on page 1 of 3 are two new policy sections
entitled Purpose of Grades and Grading Philosophy which are intended to articulate the District's
beliefs in regards to the assignment of grades as part of student learning,
Presently, TASB Policy Services is reviewing all policies impacted by the 81* Regular Legislative
Session and additional revisions to EIA (Local) are expected. However, due to the upcoming
teacher in-service during the month of August and the September 1* effective date, a sense of
urgency is associated with this policy. Therefore, Administration recommends an emergency
adoption in lieu of the customary review and approval process used when considering changes to
a district policy.
