The Committee on Planning and ACES Development hereby presents to your good
office the abovementioned proposed project for the initial consideration of the general
assembly of ACES, Inc.

We acknowledge the fact that ACES, Inc. has just been born recently and to plunge
the association too early into this big project, maybe, is a “bloated idea” to others and
perhaps to you. But we wish to inform your good office that this project is a proposal right
now. We have yet to come up with the details and concrete plan as to how this project would
materialize. Only we find it very important that a formal introduction of this proposed project
be told to you and to the general assembly for your information and approval for this humble
committee to go ahead and concretize plans for final presentation to general assembly before
the month of November 2006 ends.
