SUBJECT: Draft Regional Conservation Planning Maps Concerning Bruce Tabb’s Old
Coach Golf Estates Project
On April 23, 1993 Bruce Tabb contacted the Planning Services Department and lambasted
me for not making certain that all previous vegetation clearing on his site was accurately
depicted on the subject draft maps. Mr. Tabb accused me of not acting in his best interest
or appropriately representing him as a property owner in Poway. Mr. Tabb’s and
sophomoric remarks concerned me as I was certain that all parties responsible for the
preparation of the draft maps were given Mr. Tabb’s January 1991 limits of clearing plan
with specific instructions to digitize the clearing plan and reflect such in the draft maps. I
indicated to Mr. Tabb that this was properly accomplished since a recent review of
vegetation maps reflected all areas previously cleared.
Mr. Tabb insisted that I was wrong since he just viewed draft maps at SANDAG showing
his entire site as high quality vegetation and that his site should be shown as low quality
instead. I responded that as soon as I returned from vacation I would work with Mr. Tabb
to help clarify and resolve his concerns. Mr. Tabb could not recall exactly what SANDAG
map he looked at, and I told him it may have been a historic vegetation map of the region
and suggested that all map data layers prepared for the habitat evaluation model be
reviewed. During the phone conversation, Mayor Higginson got on the line in Mr. Tabb’s
office and encouraged me to help Mr. Tabb with his problem.
On May 11 I returned from vacation and called Mr. Tabb’s office. Mr. Tabb contacted me
on May 13 and told me that he had reviewed the other maps, as suggested, and found that
they were as accurate as possible, given that the clearing on his site, to date, is much
Gifferent than his original (and only) clearing plan approved by the City in early 1991, Mr.
Tabb further indicated that he felt the differences were not significant enough to cause him
* to "make waves." Mr. Tabb mentioned that his limits of clearing plan, somehow, must
have been given to the right people. :
NOTE: Mr. Tabb says that he has cleared his site three times;however, staff is only aware
of two occasions, By the way, Mr. Tabb did not apologize to me for his rash behavior.
