com Tim Blair, Senior Planner Port Metro Vancouver 100 The Pointe, 999 Canada Place Vancouver, BC V6C 3T4 Re: Direct Transfer Coal Facility, Comments on EIA Dear Mr. Blair: On behalf of Vancity Savings Credit Union, I am writing to express concern about the Environmental Impact Assessment (EIA) conducted by Fraser Surrey Docks on their proposed Direct Transfer Coal Facility in Surrey B.C. We have reviewed the information provided to you in a joint correspondence dated November 13, 2013 from Paul Van Buynder, the Chief Medial Health Officer of Fraser Health Authority, and Patricia Daly, the Chief Medical Health Officer of Vancouver Coastal Health (attached for reference). Based on that information, we have concluded that the EIA conducted was entirely inadequate and that Port Metro Vancouver must not move forward on the proposed Direct Transfer Coal Facility until the important issues raised by the two health authorities are addressed to their satisfaction. As a cooperatively owned financial institution, Vancity is committed to supporting our nearly 500,000 members and working to improve the social and environmental conditions of our communities. We have been contacted by a number of members who have expressed concerns with the proposed facility. As currently conceived and understood, the proposed Direct Transfer Coal Facility poses significant, and to date not reasonably assessed, adverse environmental effects. We appreciate the importance of Port Metro Vancouver to the economy of our region and also understand the significant authority that has been delegated to the Port. Moving forward on any proposal without an EIA that meets the basic requirements of the local health authorities would, in our view, be ill-advised. Thanks for your attention to this matter.
