LA" #ataloging $andboo% $&/$'( #ommercial and )overnment *ntity #ode !#A)*" code which is assigned to activities that manufacture or develop items for the +ederal )overnment. ,hen used with an *#- number( the code identification !manufacturer.s code" designates the contractor or government agency from whose series the *#- number is assigned. ,hen used with a drawing number or part number( the code identification number designates the design activity from whose series the drawing or part number is assigned. 2. Cognizance Symbol 2" " !Cog 2"""# $%ui&ment. /hose training device end items that have been specifically developed( procured( cataloged( distributed( and supported by 0A,#/S to fulfill a training requirement. 1t also includes training devices procured outside of the 0A,#/S and subsequently transferred by mutual agreement to 0A,#/S for inventory management( maintenance( and support. '. Cognizant (ield )ctivity !C()#. /he 0avy field activity which has been assigned the responsibility and delegated the authority by 0A2A1RS3S#45 $6 to perform all or portions of the in-service functions( including procurement support( for specific service equipment. *. Configuration. /he functional and physical characteristics of e7isting or planned hardware( firmware( software( or a combination thereof as set forth in technical documentation and ultimately achieved in a product. +. Configuration ,aseline. #onfiguration documentation formally designated by the )overnment at a specific time during a configuration item.s !#1.s" life cycle. #onfiguration baselines( plus approved changes from those baselines( constitute the current approved configuration documentation. /here are three formally designated configuration baselines in the life cycle of a configuration item( namely the functional( allocated( and product baselines. -. Configuration Control. /he systematic proposal( 8ustification( evaluation( coordination( approval or disapproval of proposed changes( and the implementation of all approved changes to the configuration item !#1" after establishment of the configuration baseline!s" for that #1. .. Configuration Control ,oard !CC,#. A board composed of technical and administrative representatives who recommend approval or disapproval of proposed engineering changes to a #1 and its current approved configuration documentation. /he board also recommends approval or disapproval of proposed waivers and deviations from a #1.s current approved configuration documentation. /. Configuration Identification. #onfiguration identification includes the selection of #1s9 the determination of the types of configuration documentation required for each #19 the issuance of numbers and other identifiers affi7ed to the #1s and to the technical documentation that defines the #1.s configuration( including internal and e7ternal interfaces9 the release of #1s and their associated configuration documentation9 and the establishment of configuration baselines for #1s.

0. Configuration Item !CI#. A configuration item is an aggregation of hardware and/or software that satisfies an end use function and is designated by the )overnment for separate configuration management. 1 . Configuration Management !CM#. a. As applied to configuration items( a discipline applying technical and administrative direction and surveillance over the life cycle of items to: :. 1dentify and document the functional and physical characteristics of configuration items. ;. #ontrol changes to configuration items and their related documentation. <. Record and report information needed to manage configuration items effectively( including the status of proposed changes and implementation status of approved changes. &. Audit configuration items to verify conformance to specifications( drawings( interface control documents( and other contract requirements. b. As applied to digital data files !see 51L-$ =>-?@"( the application of selected configuration identification and configuration status accounting principles to: :. Aniquely identify the digital data files( including versions of the files and their status !e.g.( wor%ing( released( submitted( approved". ;. Record and report information needed to manage the data files effectively( including the status of updated versions of files. 11. Configuration Management Su&&ort System !CMSS#. A 0A,#/S remote access computer data system utiliBed for configuration status accounting of changes to #og ;CDC training devices/systems. 12. Configuration Status )ccounting !CS)#. /he recording and reporting of information needed to manage configuration effectively( including: a. A record of the approved configuration documentation and identification numbers. b. /he status of proposed changes( deviations( and waivers to the configuration. c. /he implementation status of approved changes. d. /he configuration of all units of the configuration item in the operational inventory.

1'. Contract. /he legal agreement between the epartment of efense ! 4 " and industry( or similar internal agreement wholly within the )overnment( for the development( production( maintenance( or modification of an item!s". 1*. Contractor. An individual( partnership( company( corporation( association( or other service having a contract with the government for the design( development( manufacture( maintenance( modification( or supply of items under the terms of a contract. A government activity performing any or all of the above functions is considered to be a contractor for #5 purposes. 1+. Contractor (urnis1ed $%ui&ment !C($#. An item manufactured or purchased by the contractor for inclusion in or support of the training system/equipment.

1-. Contractor "&eration and Maintenance of Simulators !C"MS#. A program to sustain quality operational performance of training devices/systems in use by contractor operation and maintenance personnel to replace the loss of organic capability caused by the disestablishment of the /raining evice 5an !/RA *25A0" rating. #45S contracts include some amount of depot level repair and supply support. 1.. Cost. /he term CcostC means cost to the )overnment. a. 0onrecurring #osts. 4ne-time costs which will be incurred if an engineering change is ordered and which are independent of the quality of items changed( such as cost of redesign( special tooling( or qualification. b. Recurring #osts. #osts which are incurred for each item changed or for each service or document ordered. 1/. Cost and 2ead 3ime $stimate !C423$#5 N3SC"62 *.2 71+. A formal document that serves as the information transfer medium between a 1S*4 and/or a -* and a -E5 for #ost and Lead /ime *stimates for development and installation of a specific modification tas%. 10. Data. Recorded information( regardless of medium or characteristics of any nature( including administrative( managerial( financial( and technical. 2 . Deficiencies. eficiencies consist of two types: a. #onditions or characteristics of a configuration item which are not in accordance with the itemFs current approved configuration documentation9 or b. 1nadequate !or erroneous" configuration item documentation which has resulted( or may result( in units of the item that do not meet the requirements for the item. 21. Design C1ange. See Cengineering changeC. 22. Design C1ange Notice !DCN#. A #0 is a document prepared by a contractor or naval aviation depot to notify the provisioning activity of an approved design change. 2'. Deviation. A specific written authoriBation( granted prior to the manufacture of an item( to depart from a particular requirement!s" of an itemFs current approved configuration documentation for a specific number of units or a specified period of time. !A deviation differs from an engineering change in that an approved engineering change requires corresponding revision of the itemFs current approved configuration documentation( whereas a deviation does not." 2*. $ngineering C1ange. A change to the current approved configuration documentation of a configuration item at any point in the life cycle of the item. 2+. $ngineering C1ange 8riorities. /he priority !emergency( urgent( routine" assigned to a #lass 1 engineering change which determines the relative speed at which the *ngineering #hange -roposal is to be reviewed( evaluated( and if approved( ordered and implemented.

2-. $ngineering C1ange 8ro&osal !$C8#. A proposed engineering change and the documentation in which the change is described( 8ustified( and submitted to the )overnment for approval or disapproval. 2.. $ngineering C1ange 8ro&osal 3y&es. a. #lass 1 *#-. An *#- shall be categoriBed class 1 if it changes the form fit( or function of a training system. b. #lass 11 *#-. *#-s not classified as #lass 1 are #lass 11. 2/. (unctional ,aseline !(,2#. /he initially approved documentation describing a systemFs or itemFs functional( interoperability( and interface characteristics and the verification required to demonstrate the achievement of those specified characteristics. 20. (unctional C1aracteristics. 6uantitative performance parameters and design constraints( including operational and logistic parameters and their respective tolerances. +unctional characteristics include all performance parameters( such as range( speed( lethality( reliability( maintainability( and safety. (unctional Configuration )udit !(C)#. /he formal e7amination of functional characteristics of a configuration item( prior to acceptance( to verify that the item has achieved the requirements specified in its functional configuration documentation. '1. 9overnment (urnis1ed $%ui&ment !9($#79overnment (urnis1ed 8ro&erty !9(8#. -roperty in the possession of or acquired by the )overnment and subsequently delivered or otherwise made available to the contractor. '2. :ard;are. 1tems made of material( such as weapons( aircraft( ships( tools( computers( vehicles( and their components !mechanical( electrical( electronic( hydraulic( pneumatic". #omputer software and technical documentation are e7cluded. ''. In<Service $ngineer "ffice !IS$"#. A 0A,#/S field office staffed with specialists who provide #ogniBance Symbol ;CDC training device/system technical( engineering( and logistics support through direct responses to equipment users/custodians and through performance of assigned 0A,#/S device life cycle support program tas%s and functions. '+. 2ocal C1ange Control ,oard !2CC,#. An Con-siteC modification review committee( chaired by the 1S*4 manager and consisting of representatives from the 1S*4 and users/custodians( established to e7ercise configuration control of trainer software on a local basis. Aser/custodian representation on the committee will be requested by the chairman. '-. Non<Develo&mental Item !NDI#. 0on-developmental item is a broad generic term that covers material available from a wide variety of sources with little or no development effort required by the )overnment. 0 1s include: a. 1tems obtained from a domestic or foreign commercial mar%etplace. b. 1tems already developed and in use by the Services( other efense activities( and )overnment agencies. c. 1tems already developed by foreign governments which can be supplied in accordance with mutual defense cooperation agreements and +ederal and 4 acquisition regulations.

'.. Notice of 6evision !N"6#. A document used to define revision to drawings( associated lists( or other referenced documents which require revision after *ngineering #hange -roposal approval. '/. "riginal. /he current design activity document or digital data file!s" of record. '0. "ffice of 8rimary 6es&onsibility !"86#. As used in this document( includes the pro8ect manager or acquisition manager( as applicable. * . 81ysical C1aracteristics. 6uantitative and qualitative e7pressions of material features( such as composition( dimensions( finishes( form( fit( and their respective tolerances. *1. 81ysical Configuration )udit !8C)#. /he formal e7amination of the Cas-builtC configuration of a #1 against its technical documentation to establish or verify the #1Fs product baseline. *2. 8rivately Develo&ed Item. An item completely developed at private e7pense and offered to the )overnment as a production article with government control of the articleFs configuration normally limited to its form( fit( and function. *'. 8roduct ,aseline !8,2#. /he initially approved documentation describing all of the necessary functional and physical characteristics of the configuration item and the selected functional and physical characteristics designated for production acceptance testing and tests necessary for support of the configuration item. **. 6etrofit. /he incorporation of new design parts resulting from an approved engineering change to an itemFs current approved product configuration documentation into already accepted and/or operational items. *+. Serial Number. A number assigned by the contractor to uniquely identify li%e items identified with a specific )overnment nomenclature. /he serial numbers shall be unique( consecutive( and nonduplicating for all items with that specific nomenclature.

*-. Similar System. A training system which is identified by the same basic device number but which may have a different suffi7 !i.e.( ;#::( ;#::A". *.. Soft;are or Com&uter Soft;are. A combination of associated computer instructions and computer data definitions required to enable the computer hardware to perform computational or control functions. */. S&ecification. A document prepared specifically to support acquisition which clearly and accurately describes essential technical requirements for purchasing material. -rocedures necessary to determine that the requirements for the materiel covered by the specification have been met are also included. *0. S&ecification C1ange Notice !SCN#. A document used to propose( transmit( and record changes to a specification. + . Subcontractor. A subcontractor is an individual partnership( corporation( or association( that contracts with a contractor to design( develop( design and manufacture items which are or were cosigned specifically for use in a military application. +1. Su&&ort $%ui&ment !S$#. *quipment required to maintain( test( or operate an item( or facility( in its intended environment. +2. 3ailoring. /he process by which individual requirements !sections( paragraphs( or sentences" of a specification( standard( or data requirement are evaluated to determine the e7tent to which they are most suitable for a specific system( and the deletion of some requirements to ensure that each achieves an optimal balance between operational needs and cost. +'. 3$CD No. 1. /*# 0o. DD: is a record purpose baseline document that provides a configuration baseline summary for each new training device/system. !See Appendi7 * -reparation of /raining *quipment #hange irectives for e7ample." +*. 3ec1nical Data. /echnical data is recorded information !regardless of the form or method of recording" of a scientific or technical nature !including computer software documentation" relating to supplies procured by an agency. /echnical data does not include computer software or financial( administrative( cost or pricing( or management data or other information incidental to contract administration. a. /echnical data is required to define and document an engineering design or product configuration !sufficient to allow duplication of the original items" and is used to support production( engineering( and logistics activities. b. A technical data pac%age should include all product drawings( associated lists( process descriptions( and other documents which define the physical geometry( material composition( performance characteristics( manufacture( assembly( and acceptance test procedures. c. /echnical data which provides instructions for the installation( operation( maintenance( training( and support of a system or equipment is usually formatted into a technical manual.

A technical manual normally includes operation and maintenance instructions( parts lists or parts brea%down( and related technical information or procedures e7clusive of administrative procedures. ;. /his data may be presented in any form !e.g.( hard copy audio and visual displays( magnetic tape( dis%s( or other electronic devices". <. /echnical orders that meet the criteria of this definition may also be classified as technical manuals !/itle :D( Anited States #ode( Section ;<D;( C efinitionsC". ++. 3ec1nical 6evie;s. A series of system engineering activities by which the technical progress on a pro8ect is assessed relative to its technical or contractual requirements. /he reviews are conducted at logical transition points in the development effort to identify and correct problems resulting from the wor% completed thus far before the problems can disrupt or delay the technical progress. /he reviews provide a method for the contractor and )overnment to determine that the development of a configuration item and its documentation have met contract requirements. +-. 3rainer $ngineering C1ange 8ro&osal !3$C8#. A proposed engineering change and the documentation by which a training device/system unique change is described( 8ustified( and submitted to the )overnment for approval or disapproval. +.. 3raining Device7System. All types of maintenance and operator training hardware( devices( audiovisual training aids( equipment( systems( and related software which: a. Are used to train maintenance and operator personnel by depicting( simulating( or portraying the operational or maintenance characteristics of an item or facility. b. Are %ept consistent in design( construction( and configuration with such items in order to provide required training capability. +/. 3raining $%ui&ment C1ange Control ,oard !3$CC,#. /he 0A,#/S vehicle for coordination of #og ;CDC training device/system configuration related matters. /he purpose of the /*##= is to review all proposed changes to a configured item and recommend approval/disapproval based on applicability. Results of board actions represent the official 0A,#/S position regarding configuration matters. /he board composition( organiBation( 8urisdiction( and operating procedures are in Appendi7 !4perating -roced ures for /raining *quipment #hange #ontrol =oards". +0. 3raining $%ui&ment C1ange Directive !3$CD#. A unique technical directive issued by the 0A,#/S which is used to direct the accomplishment and recording of modifications to #ogniBance Symbol ;CDC training devices/systems and companion software system items prepared using the format of Appendi7 * !-reparation of /raining *quipment #hange irectives" . - . 3raining $%ui&ment C1ange 6e%uest !3$C6#5 N)=C3SD *.2 72. A document which defines a requirement for a configuration change to a training device/system. /*#Rs are normally submitted by training device/system user activities/custodians( or by 0A,#/S 1S*4s. -1. 3raining $%ui&ment Model Manager !3$MM#. +or surface trainers only( this is a 0A2* /RA#45 activity( designated by the #hief of 0aval *ducation and /raining that is

responsible for reviewing weapon system/platform changes for applicability and specific training systems impact assessment. -2. >alidation. /he process by which the preparing activity tests a technical directive for accuracy and adequacy. -'. >alue $ngineering C1ange 8ro&osal !>$C8#. A change proposal that proposes a net life cycle cost reduction to the epartment of efense. -*. >erification. /he process by which the naval activity tests a proposed technical directive for accuracy and adequacy. -+. >ersion. An identified and documented body of software. 5odifications to a version of software !resulting in a new version" require configuration management actions by either the contractor( the )overnment( or both. --. =aiver. A written authoriBation to accept an item( which during manufacture( or after having been submitted for )overnment inspection or acceptance( is found to depart from specified requirements( but nevertheless is considered suitable for use Cas isC or after repair by an approved method. -.. =ea&on System78latform C1ange. An *ngineering #hange -roposal !*#-"( 4rdnance Alteration !4R AL/"( Ship Alteration !S$1-AL/"( Airframe #hange !A+#"( or similar change affecting an operational system or its logistic support. Such changes often do not address the training systems used in support of such operational equipment. -/. =or? ,rea?do;n Structure. A wor% brea%down structure !,=S" is a product-oriented family tree composed of hardware( software( services( data and facilities which results from systems engineering efforts during the acquisition of a defense materiel item. A wor% brea%down structure displays and defines the product!s" to be developed and/or produced and relates the elements of wor% to be accomplished to each other and to the end product!s". -0. =or? ,rea?do;n Structure $lement. A wor% brea%down structure element is a discrete portion of a wor% brea%down structure. A wor% brea%down structure element may be an identifiable item of hardware( software( services( data or facilities.
