The Sun
Model trains swerve through a
town, around mountains, past a
dinosaur and even King Kong.
The terrain is realistic and the
detail is precise. With railroad lay-
outs dating to the 70s and revital-
ized each year in different sec-
tions, the layout has become di-
verse.
The Burlington County Model
Railroad Club will hold an open
house from noon to 5 p.m. on Jan.
11 and 12 and Feb. 8, 9, 15 and 16.
Admission is free, and donations
are accepted.
The open house will be held in
the basement of Footlighters
Playhouse at 808 Pomona Road in
Cinnaminson.
People can observe. They can
chat with members about the sce-
nic or electrical work, said Mario
Leone, president of the Burling-
ton County Model Railroad Club.
The open house draws people
not just from Burlington County,
but all over, Leone said.
Leone said people visit from all
over the country. Theres one man
coming up from Florida and an-
other coming from St. Louis.
We get a lot of people, friends
and family. We draw a wide vari-
ety, Leone said.

of layout, double track the main
line and it is one big continuous

layers to the layout. There is an
area you see and a hidden layer
underneath where the trains pop
out.
Its not just the trains that have
elements of surprise.
A lot of the scenic layout is
keeping it fresh, faster, Leone
said. Theres also a scavenger
hunt for 40-50 objects. The scav-
enger hunt involves a checklist of
various items that are placed
throughout the layout. They
range from King Kong to a di-
nosaur to an alien crossing.
The items are to be pointed out,
checked off, but not taken. Ac-
cording to Leone, the scenic de-
tails are not his forte.
We have one woman in the
club. There are mini people that

The scenery ranges from mountains, to lakes, to Philadelphia to a
small carnival with intricate details to the figurines of people on
swings, rides and jumping off a bridge to dive.

quarters of an inch tall, Leone
said. Youd have to use a 10 times
magnifying glass and a paint-
brush with one hair.
The club is more than just a
place to create model railroads
and trains; it is a place to work
and bond, Leone said.
We learn each others interest
in the hobby. Its more of a social
club, Leone said.
The club started in 1978. There
are currently 28 members, 21 full
time and seven apprentices.
The club doesnt have an age
limit, but a parent or guardian
must accompany all children
under 18.
Were not quite so formal.
Were here to have fun, Leone
said. Its kinda like we pitch in
and it gets done.

Arter sworn in as director of freeholders
Leah Arter was sworn as direc-
tor of the Burlington County
Board of Chosen Freeholders
Jan. 2., pledging to enact a new
jobs initiative in 2014 to assist un-
employed and underemployed
residents, and issuing a budget
challenge to her fellow freehold-
ers to find cost-savings that would
reduce property taxes for the
sixth consecutive year.
Arter was elected during the
traditional organizational meet-
ing, held in the Olde Historic
Court House in Mt. Holly. The
event also included the swearing
in of Joe Donnelly of Cinnamin-
son to his third three-year term
on the board; the swearing in of
Timothy Tyler of Fieldsboro to a
second five-year term as county
clerk; and, Jean Stanfield of West-
ampton to her fifth three-year
term as Sheriff.
Now in her third year as a free-
holder, Arter, of Moorestown, de-
livered a State of the County ad-
dress that highlighted financial
accomplishments, noting that
Burlington County government
has had a record of spending less
money per citizen than any other
county in the state.
The unfortunate reality, said
Arter, is that even though the real
estate market is recovering, the
county is facing yet another de-
crease in ratables in 2014 and a
corresponding loss in revenue.
She said all freeholders should
participate in the hands-on task
of making up that shortfall.
Second on the directors list of
priorities for the new year is the
creation of a new Workforce De-
velopment Initiative which, she
said, is built upon the premise
that every Burlington County res-
ident who wants a job will find
one.
This program will target train-
ing and other resources available
through County schools, the
Burlington County Chamber, ex-
isting agencies, and other organi-
zations, Arter said, adding, Most
critical to this initiative will be
the ongoing participation of busi-
ness owners and their hiring
managers, who will directly con-
vey to us the skills they are look-
ing for in new workers.
She cited three other key goals
for the coming year, which includ-
ed.
Creation of a Shared Services
Website. County staff was
charged with the responsibility of
creating an interactive webpage
where the County, towns, and
other local entities could post
their successful shared services
programs and look for others.
Creation of a Comprehensive
Health Program. The Health De-
partment is charged with under-
taking an aggressive campaign to
encourage residents to eat health-
ier, exercise regularly, manage
stress and take advantage of free
health screenings.
Stronger Communication with
Local Business. Arter, who owns
a small business, charged herself
with the responsibility of build-
ing upon the countys Buy
Local program by visiting down
downtowns and local stores and
shops, and giving other business
owners an opportunity to share.

Burlington County Colleges
commitment to serving the mili-

Christine Ulch, director of BCCs
Military Education and Veterans
Services. Burlington County
College is consistently recognized
for its military programs, and

from every department in the col-
lege and the county.
Ulch cited several recent mili-
tary initiatives at the college:
In-county tuition rates for the
military regardless of their loca-
tion.
A new scholarship program
to benefit civilian spouses/do-
mestic partners of active-duty
military.
A partnership with the
Burlington County Department
of Military and Veterans Services
and the county Workforce Invest-
ment Board to streamline servic-
es to better meet the educational
and career needs of the military
population.
A new veterans center as part
of a planned $3.1 million renova-
tion project, supported by the
Burlington County Board of Cho-
sen Freeholders and state of New
Jersey, at the Lewis M. Parker
Center on the Pemberton cam-
pus.
Institutions were evaluated on
several factors, including the flex-
ibility of online learning options,
servicemember opportunity col-
leges participation, on-campus
active duty/veteran assistance,
the support provided to the fami-
lies of servicemembers, faculty
trained in veteran reintegration
issues, presence on military in-
stallations, and full-time coun-
selors trained in veteran-specific
mental health concerns.
Our staff used strict criteria
to evaluate the submissions of
the respondents, and we had a
record number of schools partici-
pating this year. We believe the
guide serves as an invaluable tool
for both education services offi-
cers and transition officers when
advising servicemembers about
their educational opportunities,
said Kelly Fodel, MAEs editor.

Speed limit, buffer zone change on Creek Road

After months of petitioning and two
studies, changes have been made to the
speed limit on Creek Road to slow down
drivers.
The curves of Creek Road seem to ap-
proach too quickly for many drivers, but ac-
cording Burlington County, its the drivers
who approach the curves too quickly.
Creek Road is a county road and had to
pass through the chains of command for
there to be a significant change with the
speed limit and the buffer zone of the speed
limit drop. According to Councilwoman
Lona Pangia, Creek Road has houses that
sit 25 feet from the road.
The speed limit drops from 45 mph to 35
mph.
These cars are going 50. My kids get
picked up; they blow by the buses in the
morning, said Jay Radano, a Delran resi-
dent who lives on Creek Road. Ive had
cars drive up on my front lawn.
Radano addressed the issue with the po-
lice initially.
Delran police have been more than will-
ing to help; they have been an excellent
help, Radano said.
However, the police were not in a posi-
tion to make a change. Pangia said Radano
reached out to her in April to get the prob-
lem fixed. Pangia said Radano informed
her that the area was dangerous for his
children to cross the road, and when he
videotaped the road, he was almost hit by a
car. Pangia said a speed calming study was
performed in 2008, and most traffic was
going 45-50 mph. In July, another speed
calming study was performed, and it was
completed in November.
The first step was to immediately ex-
tend the speed limit zone of 35 mph from
500 feet to 1,000 feet, Pangia said.
The speed limit change was effective on
Dec. 18. They are going to narrow the road
so traffic has to slow down for bicycles and
pedestrians, Pangia said.
According to Pangia, the road lines will
be altered this month.
Im relieved for my children and my
neighbors children, Radano said. There
have been so many bus accidents lately. Ive
been trying to get attention to this for three
years. They blow by the houses, Radano
said. I dont have my kids running around
in the front yard.
There was no median, no part of the
road for people to walk on as a buffer, Pan-
gia said.
Kids in that area are walkers to school,
the high school kids. The middle school and
elementary schools are bused, Pangia
said. Pangia said the new speed buffer goes
up to the old Anderson Farm.
There was no way patrol cars can sit on
the side of the road, Pangia said. Officers
will be able to park at the farm now.

been made, and hardly any
have been broken so far. Were all back
to work, for full, five-day weeks. Life is
back to normal.

Cold weather...and lots of snow?
OK, so maybe this isnt your cup of tea,
but the kids in the community are sure
to get fired up about this. The new year
rang in with blisteringly cold, winter
weather. Will there be more in store? If
so, how will it affect traffic, business,
school and our mood?
Speaking of weather potentially
disrupting our lives...the Super Bowl is
coming to New Jersey next month! The
Farmers Almanac is predicting pretty
lousy weather for the Sunday, Feb. 2
game. Wonder if the NFL will regret
its decision to host the game in a cold-
weather city with a non-enclosed field?
Online gambling will be in full
force. At the end of November 2013, on-
line gambling was rolled out to New
Jerseyans, with casinos offering every-
thing from online slots to craps to
poker. Registered accounts eclipsed the
125,000 mark at the end of December,
with numbers rising sharply each
week. How high will it go? How suc-
cessful will it be for the casinos? What
impact will it have on our economy?
President Obamas health-care law
is in (relatively) full effect. Some line
items are still to be phased in, but
major initiatives such as the public
health-care exchange are here. The
time has come for the real assessments
to begin.
New Jerseys minimum wage in-
creased by $1 to $8.25 per hour on Jan.
1. Some think itll help workers; others
think it will hurt business. What will
come of it?
As is the case each year, local issues
such as school and municipal budgets
and elections will be hot topics. And, as
always, well be right there along for
the ride, keeping you informed on
every tidbit of information.
