II. LAO NG V VIC LM

1. Lc lng lao ng
Lc lng lao ng (hay cn gi l dn s hot ng kinh t hin ti) bao gm
nhng ngi t 15 tui tr ln c vic lm (ang lm vic) v nhng ngi tht nghip
trong thi k tham chiu (7 ngy trc thi im quan st).
2. S lao ng ang lm vic trong nn kinh t
Dn s c vic lm/lm vic bao gm nhng ngi t 15 tui tr ln trong khong
thi gian tham chiu (mt tun), thuc mt trong cc loi sau y:

2.1. Lm vic c tr lng/tr cng

Lm vic: Nhng ngi trong thi gian tham chiu lm mt s cng vic c
tr lng hoc tr cng bng tin hay hin vt;
C vic lm nhng khng lm vic: Nhng ngi hin ang c vic lm, nhng
trong khong thi gian tham chiu ang tm thi ngh vic nhng vn c nhng du hiu
cn gn b vi vic lm ca h (vn c tr lng/tr cng, c bo m s tr li lm
vic, c tho thun tr li lm vic sau khi ngh tm thi, v.v...).
2.2. T lm hoc lm ch
T lm: Nhng ngi trong thi gian tham chiu t lm mt s cng vic c
li nhun hoc thu nhp cho gia nh, di hnh thc bng tin hay hin vt;
C doanh nghip nhng khng lm vic: Nhng ngi hin ang lm ch doanh
nghip, c th l doanh nghip sn xut kinh doanh, mt trang tri hoc mt c s dch v,
nhng trong thi k tham chiu h ang ngh vic tm thi v mt s l do c th.
T chc Lao ng Quc t (ILO) quy nh, vi hot ng kinh t hin ti, thi gian
ti thiu mt ngi c th c xem xt c vic lm (lm vic) l trong 07 ngy qua
phi c t nht 01 gi lm vic to thu nhp chnh ng.
2.3. X l mt s trng hp c bit
Nhng ngi c vic lm c tr lng/tr cng nhng ang ngh vic tm thi v
m au, ngh l hoc ngh h; do nh cng hoc dn th; ngh tm thi hc tp, tp
hun; ngh theo ch thai sn, con m hoc t chc li sn xut; do thi tit xu, my
mc cng c b h hng, thiu nguyn/nhin liu, v.v... Tt c cc trng hp ny u coi
nh c vic lm/lm vic.
Nhng ngi t lm/lm ch c xem l c vic lm nu trong thi gian ngh
vic tm thi, n v ni h lm vic hoc n v m h lm ch vn tip tc hot ng v
h vn c tip tc lm vic trong thi gian ti.
Nhng ngi gip vic gia nh c tr cng cng c xp vo nhm "t
lm/lm ch", ngha l khng phn bit s gi m h lm vic trong khong thi gian
tham chiu (07 ngy qua).
Nhng ngi tp s hay hc ngh c chi tr bng tin hay hin vt c xp vo
nhm "c tr lng/tr cng".

- ang i tm vic lm c thu nhp, k c nhng ngi trc cha bao gi lm vic.
S ngi tht nghip cn bao gm cc trng hp c bit sau:
- Nhng ngi ang ngh vic tm thi nhng khng c cn c bo m s c tip tc
lm cng vic c, trong khi h vn sn sng lm vic hoc ang tm kim vic lm mi;
- Nhng ngi trong thi k tham chiu khng c hot ng tm kim vic lm v h
c b tr vic lm mi sau thi tm ngh vic;
- Nhng ngi thi vic khng c hng tin lng/tin cng; hoc
- Nhng ngi khng tch cc tm kim vic lm v h tin rng khng th tm c
vic lm (do hn ch v sc kho, trnh chuyn mn khng ph hp,).

Ngi thiu vic lm bao gm nhng ngi c vic lm m trong thi gian tham
chiu (7 ngy trc thi im iu tra) tho mn c 3 tiu chun sau y:
Th nht, mong mun lm vic thm gi, ngha l: (i) mun lm thm mt (s)
cng vic tng thm gi; (ii) mun thay th mt trong s (cc) cng vic ang lm bng
mt cng vic khc c th lm vic thm gi; (iii) mun tng thm gi ca mt trong
cc cng vic ang lm, (iv) hoc kt hp 3 loi mong mun trn.

8. Thu nhp bnh qun mt lao ng ang lm vic

8.1. Lng
Lng l khon tin c tr cho thi gian lm vic bnh thng, bao gm lng c
bn, tin tr cp sinh hot v cc khon tr cp thng xuyn khc. Khng tnh vo lng
cc khon sau: tin thanh ton lm ngoi gi, tin thng, tin tr cp gia nh, tin bo
him x hi do ngi ch tr trc tip cho ngi lm cng n lng v cc khon chi
tr c tnh cch n hu b sung cho tin lng bnh thng.
8.2. Thu nhp t vic lm
Thu nhp t vic lm l khon tin cng di dng tin mt hoc hin vt tr cho
ngi lm cng n lng i vi thi gian hoc cng vic lm, cng vi khon tin tr
cho thi gian khng lm vic nh ngh php hoc ngh h hng nm, ngh l hoc cc thi
gian ngh khc c tr lng, bao gm c nhng khon tin cng khc c nhn thng
xuyn c tnh cht nh lng trc khi ngi ch khu tr [cc khon m ngi ch
ng cho ngi lm cng n lng nh: thu, ng bo him x hi, tin ng cho ch

2. Population density

5. Crude birth rate

12. Life expectancy at birth
Life expectancy at birth is a key statistics indicator of the Life table that represents
the prospect of the newborns who could live for how many years if the current death model
is continued maintaining.

Life expectancy at birth is one of the indicators calculated from the Life table.
The Life table (otherwise known as the Death table) is a statistical table included the
indicators that indicate the death level of the population at different ages and populations
viability when transferred from this age to another. The Life table shows that from an initial
set of the births (on the same cohort), there will be how many persons who will survive to
age of 1, 2, ..., 100, ...; among those, there are how many persons at each of the certain ages
who will be dead before the following age; persons who attained a certain age who will have
what probalility of survival and death; life expectancy in the future is how much.
13. Rate of literate population aged 15 and over
This is the rate of persons aged 15 and over at time (t) who are literate (able to read,
write and understand a simple sentence by the national language, ethnic or foreign
language) to the total population aged 15 and over at that time.

II. LABOUR FORCE AND EMPLOYMENT

1. Labour force
Labour force (also known as the currently economically active population) include
employed persons aged 15 and over (working) and the unemployed persons in the
reference period (7 days prior to the observed time point).
2. Employed population in the economy
Employed population (working) includes persons aged 15 and over in the
reference period (one week), belonging to one of the following categories:
2.1. Wage/salary workers
Wage workers (employees): persons did some work paid in cash or in kind in the
reference period;
Employed but not working: persons who are currently employed, but in the
reference period those are temporarily absent from work but there are still signs attached to
their work (still being paid salary/wage, guaranteed to return to work, have agreed to return
to work after a temporary absence, etc. ..).
2.2. Own account workers or employers
Own account workers: persons do some work themselves for profit or income for
family in the form of cash or in kind in the reference period;
Having the enterprise but not working: persons who are currently the boss of the
enterprise that may be a business, a farm or a service establishment, but in the reference
period they are temporarily off work because of some specific reasons.
As regulated by the International Labour Organization (ILO), with the currently
economic activity, the minimum time for one person may be considered as employed
(working) is that within 07 days he/she must have at least one hour working to make the
legitimate income.
2.3. Processing some special cases
Wage/salary workers are temporarily absent from work due to illness, holidays or
summer vacation; strike or softened by the worker; temporary leave to study, training;
leave as maternity, the sick children or reorganize production; due to bad weather, machine
tool damage, lack of raw/fuel, etc. All of these cases are considered as employing/working.
Own account workers/employers are considered as "employed" if in the temporary
time for off work, units where they work or that they own continues to be active and they
still continue to work in the future.
Paid family workers are classified as self-employed/employed, meaning that
regardless of the number of hours they worked during the reference period (past 07days).
Apprentices or trainees who are paid in cash or in kind are classified as
wage/salary workers.

satisfy both of the following conditions:
- Employees who are working in the economy; and
- Persons who were trained in a school or a establishment whose responsibility is
training in profession, technique, professional knowledge in the National Education
System from 3 months and over, and were graduated, were granted the degree/certificate
certifying achieved a given level of qualification, technical and professional including:
short-term training, trade vocational, trade college, vocational school, vocational college,
university and over (master, doctor, science doctorate).
5. Unemployed population and unemployment rate
5.1. Unemployed population
Unemployed population are persons aged 15 and over in the reference week was
meeting the following factors:
- Not working but willing and want a job, and
- Be seeking job with income, including persons who have never worked.
Unemployed population also includes the following special cases:
- Persons who are temporarily off work but not always guaranteed to continue doing
the old job, while they are still willing to work or are looking for new jobs;
- Persons who had no activity of job search because they were arranged a new job
after the break in the reference period;
- Persons who resigned their jobs and were not paid salaries/wages; or

- Persons who do not actively seek the job because they believe that they can not
find a job (due to health restrictions, unsuitable qualification, ...).

6. Under-employed population and under-employment rate

Under-employed people include persons who have jobs that in the reference period
(7 days prior to the survey time point) satisfied all three following criteria:
Firstly, willing to work additional hours: (i) wants to work overtime (some) work
to increase time; (ii) wants to replace the one of the jobs being done by another one to be
able to work overtime; (iii) to increase the hours of one of the existing jobs; (iv) or a
combination of the above three types.
Secondly, available to work additional hours, which means that in the future (for
example a week), if there are job opportunities they are willing to work overtime
immediately.
Thirdly, the fact they had worked less than a threshold relating all work completed
during the reference week. Like other countries that are implementing of 40 hours worked
per week, time threshold to determine the under-employment status in oVietnam is less
than 35 hours worked during the reference week.

7. Productivity of employed population

Productivity of employed population is the indicator reflecting the working
performance of labour, usually measured by Gross Domestic Product to a worker on an
average in the reference period, usually a calendar year.

8. Average income of a worker

8.1. Salary
Salary is the amount paid for normal working time, including base salary, living
allowances and other regular benefits. Not included in the salary the following amounts:
payment of overtime working, bonuses, family allowances, social insurance premiums paid
by employers directly to wage/salary workers and payments are calculated by gifts in
addition to normal salary.
8.2. Income from employment
Income from employment is the remuneration in cash or in kind paid to wage
workers for the duration of work completed, together with payment for time not worked
such as leave, annual summer vacation, holidays or other time off is paid, including other
funds received regular with the nature such as salary before deductions by the employer
[amounts that the employer has paid to their wage workers such as tax, social insurance,
cash contributions for pension, health insurance, social insurance for salary payments
(paid to employees during the time off work for sickness, maternity, working accident,
labor disputes), corporate expenses and other obligations of the wage workers].
Not included in income from work the following items: social insurance and
pension funds for which the employers have paid for wage workers and benefits that wage
workers have received from these amounts, payment for contract termination, the
unregular benefits (such as bonuses at the end of the year, cash donations, ...).

- Social insurance for salary payments does not include 15% of the amount
which the agency or unit to pay for insurance agencies;
- Incomes with nature such as salary are the provision that agencies, unit
spending directly to employees such as items from the service activities of the
agency, union, award joint venture links, etc.

income on gifts, lottery/plot threads, etc ...
