Cream the butter well till it is pale in color. Add the powdered sugar and mix well. Sieve the flour and custard powder into the mixture and bring it all together with a wooden spoon. Do not knead the dough at any stage or the cookies will be too hard.

Shape the dough into small balls and roll in a bowl of castor sugar. Place on a baking sheet. Flatten the balls slightly and make marks on the surface with the flat end of a fork. Bake for 20 minutes at 170 degrees.

P.S: These cookies can be made with just flour as well.
