min = 1.4/fy = 1.4/276 = 0.0051
Since f'c < 30, 1 = 0.85
bal = 0.85 f'c 1(600) / [fy (600 + fy)] = 0.85(27.6)(0.85)(600) / [276(600 + 276)] = 0.0495
