NON-DESTRUCTIVE TESTING REQUIREMENTS

HIS SECTION PROVIDES STANDARD PROCEDURES for non-destructively testing steel welds.

GENERAL

All field welds are subject to visual inspection and/or non-destructive testing to: Verify weld integrity Provide for the correction of improper welding techniques when indicated by recurring defects Verify welder qualification in the production weld process

If upon visual inspection it is determined the weld may be defective, it must be inspected by non-destructive means or removed from the pipeline and destructively tested. The inspection may be made before, during, or after the weld has been completed. The Company has the right to accept or reject any weld for any reason.
NON-DESTRUCTIVE TESTING

Non-destructive testing of welds may be done by: Radiography Magnetic particle Liquid penetrant Ultrasonic means

The number of welds subject to non-destructive testing will be in accordance with Table 3.02.1 (Inspection Requirements [Natural Gas]) and Table 3.02.2 (Inspection Requirements [Propane (LP) Line]), respectively. Additional non-destructive testing may be requested by the individual overseeing welding activity or the field- welding inspector. Welds to be non-destructively tested will be selected at random from the days production and tested (preferred radiographically) over their entire circumference. Except for the welder whose work is isolated from the mainline construction activity, a sample of each welders work for each day must be non-destructive (preferred radiographically) tested. Certain weld configurations cannot be radiographically tested; welds of these configurations (e.g., certain fillet welds) will be non-destructively tested using other suitable non-destructive testing means as listed above.

CALCULATION: 20% SMYS = .20 x 2 x (yield strength) x wall thickness Outside diameter CALCULATION: 40% SMYS = .40 x 2 x (yield strength) x wall thickness Outside diameter NOTE: If the calculation result is more than the operating pressure or the maximum allowable operating pressure, the system is operating or can be operated above 20% or 40% SMYS respectively. Example 1: Service tees welded on pipelines less than 6-inch or operating greater than but equal to 20% SMYS but less than 40% SMYS need not be non-destructive tested if they are so limited in number that making non-destructive testing impractical (contact the person responsible for welding operations to determine impracticability). Example 2: A single 8 stopper is installed on a pipeline for the purpose of retiring a dead end main operating greater than or equal to 20% SMYS but less than 40% SMYS need not be nondestructive tested since the welds are limited in number.

CERTIFICATION OF NON-DESTRUCTIVE EXAMINATION PERSONNEL

Persons performing non-destructive examination (NDE) of welds shall be qualified in accordance with the "American Society of Non-Destructive Testing" (ASNT) recommended practice SNT-TC-1A. Only ASNT-certified levels II and III personnel shall interpret nondestructive test results. The Company will periodically review the non-destructive testing procedures and written practices of contractors providing non-destructive testing to confirm that contractors conform to API 1104. To accomplish this, the Company should retain a current copy of the contractors non-destructive testing procedures and written practices. Prior to nondestructive testing, the procedures to be used should be reviewed and agreed upon by the Company and the contractor. The Company will require those performing non-destructive examinations to demonstrate the proposed procedures will produced acceptable results and shall require those performing non-destructive to use such procedures for production testing
ACCEPTANCE STANDARDS

Acceptance standards as detailed in API 1104 apply to discontinuities located by radiographic, magnetic particle, liquid penetrant, and ultrasonic methods. All non-destructive test methods are limited in the information that can be derived for the indications they produce. The Company may, therefore, reject any weld that appears to meet the acceptance standards as defined in API 1104 if, in its opinion, the depth of a discontinuity may be detrimental to the weld. Refer to the following sections for more detailed information on the types of non-destructive examinations approved:
