5. SUMMARY OF ORNITHOLOGICAL EVALUATION AND PROPOSED


DELIMITATION
During the present effort to re-evaluate the IBA (Agia Dinati and Kokkini Rachi
mountains of Kefallinia), a thorough and quite laborious survey has taken place, in
relation to the past efforts, providing a full crossing and coverage of the area. It thus
revealed all possible interesting ornithological information, which finally showed that
the new SPA area (proposed here in), should significantly expand (in relation to the
existing SPA) as well as it should change to a considerable part in relation to the IBA.
Precisely, the SW part of the IBA, despite the intense observations there, did not
proved important even for a certain species and thus it is not proposed to be included
in the new SPA. On the contrary, another new area (Kalo Oros) to the north, proved
quite important, so it is proposed to substitute the former part.

The species which appeared to impose these changes were the Lanner (one pair and
one separate individual), the Peregrine (two pairs), the Short-toed Eagle (three pairs)
and the Eagle Owl (at least two pairs). These four species, fulfilled the criteria
necessary. Moreover, other important species such as the Honey Buzzard and the
Long-legged Buzard, although not fulfilling the corresponding criteria, also supported
these changes, especially the expansion of the SPA to the Kalo Oros area. The Lanner
approves as a designation species and the other three (plus the Lanner) approve as
delimitation species. Their critical habitats (foraging and breeding areas) appear in
the series of mapping-icons under map 2 in the Appendix 2.
Map 3 in the CD-ROM (scale 1:100.000) depicts the boundaries of the proposed
Special Protection Area. The boundaries have been designed in accordance with the
specifications for the delimitation of SPAs (see Dimalexis A., E. Bourdakis and E.
Hadjicharalambous 2004) so as to include all critical habitats of the forementioned
species.
The proposed SPA boundaries were drawn upon as detailed as possible available
black and white topographic maps and in the closest possible precision by using clearcut natural as well as technical landmarks (most usually rivers, torerents, roads and
evident trails), folowing the guidelines of Dimalexis et al. 2004. Particular attention,
as not to include Villages and intence agricultural land, was paid.
The actual SPA proposed herein, appears as e coherent ecological entiety, including a
good variety of biotopes and habitats that are strongly bount through their wildlife.
Moreover it consists a thorough biogenetic area that leaves an important prospect for
the maintainance and coscervation of biodiversity in the broader Western Greece and
Ionian Islands area
