(ailure to make war against passive infidels puts the ummah in a )tate of sin. *his is confirmed, in different wording in +ook ,, Chapter -.% of *he .eliance of the *raveller, from the )hafi/i madhab. 0If none of those concerned perform jihad,
and it does not happen at all, then everyone who is aware that it is obligatory is guilty of sin, if there

was a possibility of having performed it.

1ote that there are two classes of 2ihad obligation! communal and individual. 3hen 4uslims attack, the obligation is communal. 3hen we retaliate, it becomes individually binding on the ummah. *his is also confirmed in .eliance ,-.%. 50In the
time of the Prophet (Allah bless him and give him

peace) jihad was a communal obligation after his emigration (hijra) to Medina. As for subsequent times, there are two possible states in respect to non-Muslims. The first is when they are in their own countries, in which case jihad (def: 09.8) is a communal obligation, and this is what our author is speaking of when he says, "Jihad is a communal obligation," meaning upon the Muslims each year.65

*he ummah is under a demonic obligation to attack infidels in their own countries, 4inding their own affairs. *hey must perform 2ihad each year, if they have sufficient men and material.

3e are to be attacked without provocation, destroyed by the sword simply because we do not accept Islam.

4uslims will assert that )urah Al74a/idah &.89 proscribes unprovoked attacks. *hey are practicing

kitman! lying by obfuscation: ;uoting their scripture out of context to twist its meaning. &!89. +ecause of that 3e ordained for the Children of Israel that if anyone killed a person not in retaliation of murder, or <and= to spread mischief in the land 7 it would be as if he killed all mankind, and if anyone saved a life, it would be as if he saved the life of all mankind. And indeed, there came to them ,ur 4essengers with clear proofs, evidences, and signs, even then after that many of them continued to exceed the limits <e.g. by doing oppression un>ustly and exceeding beyond the limits set by All?h by committing the ma>or sins= in the land@.

I added bold face emphasis to two phrases in that verse, re7read it with careful emphasis on them. If you have not murdered anyone or spread mischief, you must be innocent and protected, rightA 3rong@

&!88. *he recompense of those who wage war against Allh and His Messenger and do mischief in the land is only that they shall be killed or crucified or their hands and their feet be cut off on the opposite sides, or be exiled from the land. *hat is their disgrace in this world, and a great torment is theirs in the Hereafter.

*he next verse, which 4uslims avoid ;uoting, substitutes waging war against Allah for the murder clause in &.89. 3hat constitutes waging war against AllahA (or the answer, we turn to *afsir Ibn kathir. 56 `Wage war' mentioned here means, oppose and contradict, and it includes disbelief, blocking
roads and spreading fear in the fairways.

Biven these provisions of )hari/ah, confirmed by ayat C ahadith, it is plain that#hh Islam is
