What type of incentives should there be for renewable energy at the local level? state level?

There should be some holiday sale tax incentives and maybe a loan program for local level. But for state, there can be a rebate program and a tax exemption. Should there be a federal mandate for renewable energy portfolio standards? If yes, why? Yes because then it would possibly allow more states to push toward more renewables by a certain date. Given that water and coal and other unrenewable resources give out before then, they can be prepared with wind or solar. 8. List three externalities for generation of electricity by coal? 11. In Texas there is a severance tax on oil and natural gas. In western coal producing states there is a severance tax on coal. What is a severance tax and why is it used?

Severance taxes are incurred when non-renewable natural resources are extracted (or severed) within a taxing jurisdiction. Resources that typically incur severance taxes when extracted are oil, natural gas, coal, uranium, and timber. Some jurisdictions use other terms like gross production tax.

Note that severance taxes are used in jurisdictions where most resource extraction occurs on privately owned land and/or where sub-surface minerals are privately owned (for example, the United States).
