Message from the Executive Director
This 2005 Congressional Voting Record lists how each Member of
Congress voted last year on crucial issues of war and peace: the war in
Iraq, torture, the policy of pre-emptive military attack, military recruitment
practices, nuclear weapons policy, weapons in space, and funding for
the United Nations.
A few words about our methodology: this voter guide is a review of the
most important votes on peace and disarmament issues in Congress in
a particular year. It is not an overall assessment of a congressperson
or senator, and it does not measure leadership on or co-sponsorship of
legislation. It does not track votes in congressional committees, only
recorded "floor votes" of the entire House or Senate.
We applaud the 27 House members who earned a 100% rating last year.
You will see no senator earned a 100% rating for 2005. That is because
the Senate voted 99-0 in favor of the $82 billion supplemental
appropriation for the wars in Iraq and Afghanistan. Funds for Indian
Ocean tsunami relief, peacekeeping in Darfur, Sudan and other worthy
purposes were also included. However, those programs can and should
have been funded through separate bills, and the lion's share of the
money in the supplemental was to continue to fund wars we oppose.
Members of Congress are accountable; they keep signing the checks
for the quagmire in Iraq. With an obviously intransigent administration
in the White House, building congressional support for ending the war
in Iraq is a top priority, and cutting off funding for the war is a key
strategy for congressional and activist opponents of the war.
Use this Voting Record well, to hold your elected officials accountable,
to open dialogue with them on how they could improve, to let your
friends or neighbors who share your passion for peace know how
Congress performed last year. The median scores for both the House
and Senate were 33%. Even in this time of war, we in Washington, DC
frequently hear that Members of Congress receive relatively little
communication from their constituents about these issues. Please

1. Opposing the Confirmation of
Alberto Gonzales
President Bush nominated Alberto
Gonzales to replace John Ashcroft as
Attorney General. In his role as White
House Counsel, Mr. Gonzales authored
a memo in 2002 that condoned the use
of torture by the U.S. and called the
Geneva Conventions, “outdated.” In
light of the human rights abuses
uncovered at Guantanamo and Abu
Ghraib, this made Mr. Gonzales an
especially troubling and controversial
choice for Attorney General. The

2. Positive Leadership in the UN
In the past few years, UN
peacekeepers have prevented large-
scale violence in Burundi, Indonesia and
Macedonia, and allowed for a peaceful
and free election in Liberia.
Peacekeepers play a critical role in
peaceful resolution of conflicts around
the world. Amendment 286 to Senate

Key House Votes
1. Force Reserve Officers’ Training
Corps (ROTC) onto Campuses
Amendment 211 to House Resolution
1815 reaffirmed existing law with the
suspension of funding for any University
which seeks to limit military recruiters and
ROTC programs and additionally requires
the Secretary of Defense to report all
colleges and universities that are denying
access to recruiters and ROTC. This law
has a broad impact on students’ free
speech rights and the counter-recruitment
movement. It was sponsored by Rep. Cliff
Stearns and passed 336-92. A vote no is a
(+).
2. Ending the War in Iraq
In February 2006, Zogby International
conducted a poll showing that 72% of
American troops serving in Iraq think the
U.S. should exit the country within a year.
One in four American soldiers in Iraq says
the troops should leave immediately.
Amendment 214 to House Resolution 1815
called on President Bush to develop a plan
for the withdrawal of U.S. troops from Iraq.
This was the first vote in the House on an
Iraq war exit strategy. It was sponsored by
Rep. Lynn Woolsey (D-CA), and failed 128-
300. A vote yes is a (+).
3. Abandoning the UN
The United Nations was founded after
WWII to “save succeeding generations the
scourge of war.” Amendment 285 to House
Resolution 2862 would prohibit U.S.
financial contributions to the United
Nations, thereby severing our ties to this
international cooperative body. This was
the most radical of many votes in 2005 on
America’s relationship with the UN. It was
sponsored by Rep. Ron Paul (R-TX), and
failed 65-357. A vote no is a (+).
4. Upholding America’s Commitment to
Human Rights
Americans were stunned when the
systematic use of torture on Iraqi detainees
was uncovered. The Bush administration
distanced itself from the torture at Abu
Ghraib, while quietly permitting its use in
Guantanamo and defending its use in “the
war on terror.” Amendment 287 to House
Resolution 2862 would prohibit U.S. funds
for any activities that violate the UN
convention against torture. It was
sponsored by Rep. Ed Markey (D-MA) and
passed 415-8. A vote yes is a (+).
5. Blackmailing the International
Community
America has the strength and ability to
lend a hand to nations in need.
Amendment 316 to House Resolution
2745 would abuse this strength by
blocking U.S. assistance to any country
that opposed the American position in a
UN vote. It was sponsored by Rep. Louie
Gohmert (R-TX), and failed 108-297. A
vote no is a (+).
6. Preventing Unauthorized Preemptive
Attacks
In March 2006, The Washington Post
conducted a poll that showed 57% of
Americans feel the Iraq war was not worth
fighting. There has also been growing
concern over the Bush administration’s
aggressive rhetoric directed at other
nations. Amendment 331 to House
Resolution 2863 would prohibit the
administration from initiating military action
against Syria, Iran, North Korea or other
countries without authorization from
Congress. It was sponsored by Rep. Pete
DeFazio (D-OR), and failed 136-280. A vote
yes is a (+).
7. No Weapons to Colombia
The Colombian military has one of the worst
human rights abuse records in the western
hemisphere. The U.S. has pumped billions
of dollars in military supplies, weapons and
training into the country since 1991 as part
of the war on drugs. Amendment 375 to
House Resolution 3957 would reduce U.S.
military aid to Colombia by $100 million. It
was sponsored by Rep. James McGovern
(D-MA) and failed 189-234. A vote yes is a
(+).
8. Ban Weapons in Space
Daily life and global commerce rely on the
peaceful use of outer space. The U.S. has
cooperated with allies for over half a century
to prevent the weaponization of space.
Current U.S. policies, however, are
endangering civilian space technologies by
advocating for the research and
development of space weapons.
Amendment 475 to House Resolution 2601
rejects the weaponization of space and
requires the U.S. to begin negotiations for
an international treaty banning weapons in
space. It was sponsored by Rep. Dennis

Kucinich (D-OH) and failed 124-302. A vote
yes is a (+).
9. A Failed Course in Iraq
Amendment 488 to House Resolution 2601
affirms the policy of the U.S. to keep
American troops in Iraq indefinitely. It was
sponsored by Rep. Ileana Ros-Lehtinen (R-
FL), and it passed 291-137. A vote no is a (+).
10. Stop Funding the War
In the Spring of 2005, the House of
Representatives completed its work on the
President's emergency supplemental
spending request for Fiscal Year 2005. The
request is for roughly $82 billion, of which
$75 billion would support the Pentagon and
cover the costs of military operations in Iraq
and Afghanistan. This vote was one of the
few opportunities to protest the wars that
members of Congress had last year. The
administration tried to make it even harder
for members to vote against the
Supplemental by including tsunami aid and
foreign assistance in the request. A vote no
is a (+).
11. Against a Strategy in Iraq
Rep. John Murtha (D-PA), a Vietnam
veteran and hawk by reputation, caused
an uproar in Congress when he called for a
plan to withdraw U.S. troops from Iraq. In
response, Rep. Henry Hyde (R-IL)
introduced House Resolution 612 to
oppose a timetable for the withdrawal of
U.S. troops from Iraq. It passed 279-109
with 34 abstentions. A vote no or
abstained is a (+).
12. Opposing U.S. Torture
Nearly 40 years ago, Sen. John McCain (R-
AZ) was held captive and tortured in a
North Vietnamese prison camp. McCain
has been one of the Senate’s strongest
advocates to stop American use of torture.
The Motion to Instruct, House Resolution
2863 is the House response in support of
this cause. It instructs House leaders to
adopt a prohibition against torture as part
of the Defense Department Appropriations
bill. It was sponsored by Rep. John
Murtha and passed 308-122. A vote yes is
