ADMINISTRATIVE ORDER NO. 02 - 2013


AN ADMINISTRATIVE ORDER RE-ORGANIZING THE BARANGAY DEVELOPMENT COUNCIL (BDC) OF BARANGAY CRUZ.
WHEREAS, Sec. 106 of the Local Government Code provides for the creation of Local Development Councils in all local government units to initiate the preparation of comprehensive local development plans; WHEREAS, the organization of the Barangay Development Council is important to set the direction of economic and social developments, and coordinate development, efforts within the Barangay; WHEREAS, Sec. 112 denotes the formulation of sectoral or functional committees to assist the council in the performance of their functions as they see fit. WHEREAS, Sec. 11 of Republic act 10121 indicates the formulation of a Barangay Disaster Risk Reduction Management Committee under the Barangay Development Council to carry out measures prior to, during and upon the aftermath of a man-made and Natural Disaster. WHEREAS, as a result of the change in the set of Barangay officials following the October 28, 2013 Barangay Elections there is a need to re-organize the Barangay Development Council NOW THEREFORE, I, CHARLES T. CANUTO, Punong Barangay of Cruz, La Trinidad, Benguet, by virtue of the powers vested in me by law do hereby re-organize the Barangay Development Council (BDC) to wit:

Administrative Order No. 03-2013 Barangay Development Council

(A) The Barangay Development Council shall exercise the following: 1. Mobilize peoples participation in Barangay development efforts; 2. Prepare Barangay development plans based on local requirements; 3. Monitor and evaluate the implementation of development programs and projects; and 4. Perform such other functions as may be provided by law or competent authority. (B) The Executive Committee shall exercise the following powers and functions: 1. Ensure that the decision of the council are faithfully carried out and implemented; 2. Act on matters requiring immediate attention or action by the council; 3. Formulate policies, plans, and programs based on the general principles laid down by the council; 4. Act on other matters that may be authorized by the council (C) The Standing Committees a. Peace and Order Committee 1. Submit plans relating to the maintenance of public order and security 2. Oversee the implementation and enforcement of Local Ordinances and Barangay Rules and Procedures 3. Conduct Information and Education Campaign regarding values, manners and right conduct to all residents. b. Social Services Committee 1. Submit plans relating to the welfare of Women and Children. 2. Assist in the monitoring of community welfare 3. Accumulate necessary information necessary in the formulation of community plans c. Disaster Risk Reduction Management Committee 1. Formulate a Barangay Disaster Risk Reduction Management Plan. 2. Submit plans relating to the prevention and action against disaster and hazards 3. Implement and enforce the Disaster Risk Reduction Plan to minimize loss and casualties d. Health Committee 1. Submit plans relating to the promotion of health, hygiene and sanitation. 2. Guarantee the Health Services provided by the Barangay 3. Organize specific groups to implement health intervention activities and assess progress e. Economic Development Committee 1. Oversee and assess the economic Situation of the Barangay and submit feedback which would assist in the Barangay development planning

(D) The Barangay Secretary shall provide technical support documentation of Proceedings, preparation of reports and such other assistance as may be required in the discharge of its functions. He shall be assisted by the Municipal Planning and Development Office (MPDO). Section 3. Frequency of Meetings. The Barangay Development Council (BDC) shall meet every once per semester and as often as necessary. Section 4. Effectivity. This Administrative order shall take effect immediately and shall be valid until sooner revoked or amended. Issued this 1ST day of December, 2013 at La Trinidad, Benguet
