APPLICATION OF GEERT HOFSTEDES
NATIONAL CULTUR AL DIMENSIONS MODEL
IN RESEARCH OF THE POLITICAL PATTERN
IN SERBIA: IS THERE A SOFTWARE OF THE
SERBIAN POLITICAL MIND?
Resume
The author uses Geert Hofstedes model of dimensions of
national cultures to discern and analyze significant culturallyconditioned preferences, relations and behaviors in Serbian po
litics. Hofstede went as far as to claim that culture was men
tal software of the people and that key aspects of a culture, its
dimensions, can be measured. The scores for Serbia have been
available for four of the Hofstedes dimensions and the author se
parately analyzes and contextualizes each result. First, the main
consequences of an extremely strong preference for uncertainty
avoidance are outlined, including predilection for rigid rules,
pronounced intolerance of nonconformist lifestyles and ideas and
often frantic quest for sense of security. Second, the meaning of
a very high score on the power distance dimension is outlined,
especially inclination towards of centralization and leaders who
behave as benevolent autocrats and deftly present themselves
as good fathers. Third, a relatively low score on the dimen
sion that Hofstede, somewhat confusingly, dubbed masculinity
is analyzed with a focus on low emphasis that individuals tend
to place on attaining big goals and suspicion of the people who

strive to stand out. Finally, a succinct consideration is given to


collectivism, the fourth dimension and the most widely studied
feature of Serbian culture. In the last part of the paper the aut
hor correlates some of the scores and concludes that they depict
a cultural environment that is not conducive to deep and swift
reforms or implementation of unconventional and divisive new
norms. In conjunction with the realization that cultures tend to
change very slowly, the author argues that a greater obstacle to
badly needed reforms is more likely to come from impatient, cul
turally insensitive political actors than as a result of deep-rooted
cultural constraints.
