Agenda Item 1: Welcome

Tues., Oct. 22, 2013


8:40--10:29 a.m.

Welcome (Dana Hammerman) - Dana welcomed the members to the SHAC general meeting. Approve Minutes of the 08/27/2013 Meeting (Niki Hertel) - MINUTES CHANGE(S): None. - Edith Summerlin motioned to approve Minutes. Annette Henderson seconded the motion. 08/27/2013 Minutes approved. Bylaws Bytes (Bob Conlon) - Article II: Responsibilities briefly reviewed, specifically Sections C and G. See Article II attached to these Minutes. Hope For Three Presentation (Darla Farmer, founder) - A non-profit organization based on The Montgomery family living in Richmond, Tx. Hope (mom) gave birth to triplet girls all diagnoised with autism by the time they were 4 years old. The lifetime cost for one child with autism is $3 - $5 million. - Hope For Three bridges the gap between providers and families. They fund only autism expenses for a family by paying the service provider directly. - They are asking for volunteers throughout the year and would like to get in touch with FBISD campuses sharing what they do. - They also have a teen council (16 members) that provides a sibling suport group and parents night out activities. - Visit their website at www.hopeforthree.org and their Facebook page for more information. Baby Kellam/White Update - WELCOME TO THE WORLD! Hudson Spencer White was born 10/18/2013. He weighed in at 7 pounds 8 oz. and was 21 inches long. MANY CONGRATULATIONS TO STEPHANIE AND HUDSON!! Dragon Boat Report - It was AWESOME, according to Leigh Mattson, and SHAC had a great team effort. - Mark your calendars to participate next year!

Alana Hill Update - Alana needs to spend time with her family as they are going through a health crisis with her oldest son. She is taking a leave of absence from the SHAC. We wish her and her family well and for a positive outcome. WATCH Awards Report (Nomita Bajwa) - 15 campuses received awards, which included banners and checks. The banners are 5-year banners, so going forward a sticker can be added to the banner each year the school receives the WATCH award. - 30 schools registered; 15 schools completed the application - As a side note, this school year (2013-2014) will be the 13th year for WATCH. Review of T-SHAC Resources (Bob Conlon) - This is the website for the T-SHAC. http://www.dshs.state.tx.us/schoolhealth/shadvise.shtm It is a great site for research and recommendations for our subcommittees. Also, it includes position papers. - The Bully Prevention Kit on the website came from FBISD. T-SHAC revised this and placed it on their website. - Also, the T-SHAC has sample documents that we can use as recruitment tools for parents. Additionally, it has a template for the annual report for the BOT, which is due Sept. 30th of each year. Need for website volunteer - Susan Fischs son, Ryan, has volunteered to keep up with the SHAC website going forward. Annette will check with PALS to see if he can earn PALS credit at CHS. Cathy will email the bios to me and Leigh and I will work on getting the bios uploaded to the website. Bob will be the clearinghouse for all website documents and send them on to Ryan Fisch. THANKS, RYAN, FOR YOUR HELP!!! Resolution on High School Health as a requirement for graduation Agenda Item 5: Discussion/Planning/ - High school students have to acquire a certain number of credits in specific fields in order to earn specific endorsements. The Resolution Action Item handout was created in 2009 and updated in 2013. Specifically, there are two resolutions (attached to these Minutes) concerning the best grade for students to take the Health credit. - A discussion occurred ending with two votes. One = it was unanimous to keep Health as a requirement for graduation. Two = it was unanimous that students should take Health in either the 9th or 10th grades, no later. - Bob will send an email within the next few days revising the two resolutions, and then SHAC will vote on the revisions.

Recruiting replacement for SHAC vacancies - Possible places to start looking to recruit new SHAC members: Nurses could nominate parents Contacting parent resource groups at Title I schools P.E. Teachers SHAC members an attend PTO meetings, especially at Title I schools Contact WATCH committee liaisons at campuses SHAC info in 1st day packets Status of Wellness sub-committee - Cigna Health has chosen not to participate in and collaborate with SHAC going forward. Student backpack issue - Niki brought up a concern about students backpacks. A discussion followed with SHAC members, which included backpacks being too heavy for students causing health issues, high school students backpacks being stolen from cafeterias and the availability of online textbooks. - Bob and Niki will investigate online textbook usages at various schools. - Leigh and Niki will develop some proposals for organizational strategies for students, i.e. IDS class, ELA 6th grade reading, etc. Family & Community Involvement (Bob Conlon) - The SHAC Conference is being combined with the Care2Chat conference. Cathy is developing a video contest for high school students to coincide with the SHAC conference. She is drafting potential rules and is still researching the how-tos and where-fors. Health and Safe School Environment (Mary Kiernan) - They have begun reviewing the existing early mental health guidelines. This is a several year project. Child Nutrition (Jenieffe Heaven) - Planning has begun on the Chopped Competition to be held Jan. 30, 2014, at DHS at 4 p.m. They are looking for prizes for the competitors. - Cathy suggested incorporating a Ft Bend Food Bank food drive. - Annette suggested showcasing the winning food/recipe at the WATCH table during WATCH week. Health and Physical Education Services (Annette Henderson) - This is the new name for this subcommittee.

Wellness (Christine Clinton) - Not available. This subcommittee will no longer be reported on the SHAC Minutes.

Article II: Responsibilities According to state law, District policy, and the direction of the Board of Trustees, the SHAC shall have the following responsibilities: A. To hold regular meetings. B. To report periodically to the Board of Trustees. C. To provide advice, recommendations, and counsel prior to decisions pertaining to the areas of health education curriculum appropriate for specific grade levels that may include (but are not limited to) a coordinated school health program designed to prevent obesity, reduce BMIs, cardiovascular disease, and Type II diabetes through coordination of: health education, physical education, nutrition services, parental and community involvement, school employee wellness, a healthy and safe school environment, counseling and mental health services, and health services. D. To consult regularly with the superintendent and administration regarding the planning, implementation, and evaluation of the Districts coordinated school health program. E. To approve the Districts coordinated school health (CSH) program, subject to adoption by the Board of Trustees. F. To consult with the Superintendent and administration in advance of submitting issues, concerns, reports, and recommendations to the Board of Trustees. G. To advise and consult with the District Curriculum and Instruction Department in the development of a comprehensive health education curriculum. H. To provide a written annual report to the Board of Trustees on or before September 30th of each year. I. To promote the general committee accomplishments and sub-committee meetings at the district campuses and parents via campus newsletters and websites. J. To encourage community and business partnership involvement with SHAC through coordinated activities.

RESOLUTIONS for HEALTH CREDITS WHEREAS, high school students in FBISD engage in risk-taking behaviors at rates that are of concern, such as substance abuse, suicidal ideation, and violent behaviors, as is evident in the attached PRIDE survey. WHEREAS, high school students in FBISD express concerns about safety at school, demonstrate significant levels of being disconnected from their schools, and significant levels of being discouraged and disengaged, as is evident in the attached PRIDE survey results and Gallup Student Poll results.
