Carrying out Environmental Impact Assessment (EIA) is an essential component oI most
developmental and industrial activities in our country. This has been adopted to ensure that
development and environment protection go hand-in-hand. To achieve this objective, it is crucial
that quality oI EIAs being carried out are oI a high order so that possible impacts on environment
oI such activities can be assessed and mitigative measures adopted. However, the present
situation is Iar Irom satisIactory, since the EIAs being developed, more oIten than not, do not
measure up tothe required quality.
Some oI the reasons Ior EIAs not being oI required quality are:
- Improper / inadequate scoping Ior the EIA
- Consultants not having adequate understanding Ior developing EIAs
- Poor quality oI inputs to EIAs
- Mostly 'copy-cut-paste jobs
- No checks on the competence oI EIAConsultants
- No liability oI EIAconsultants
- Very Iewin-house reports
In the new Environmental Clearance NotiIication oI Ministry oI Environment & Forests
(MOEF), some oI the above aspects have been addressed particularly scoping Ior the EIA(which
will now be done by the Ministry or state level authority vide the MOEF notiIication dated
September 14, 2006), check list Ior environmental impacts, guidelines Ior EIAreport's structure
etc. Once a proper scoping is developed then the EIAis expected to remain on rails and address
the mainissues concerning that project.
Quality Council oI India (QCI) was established as an autonomous non-proIit organization to
establish the National Accreditation Structure, jointly by the Government oI India and the Indian
Industry represented by the three premier industry associations, Associated Chamber oI
Commerce and Industry oI India (ASSOCHAM), ConIederation oI Indian Industry (CII) and
Federation oI Indian Chambers oI Commerce and Industry (FICCI)
National Registration Board Ior Personnel & Training (NRBPT), a constituent oI Quality
Council oI India, oIIers services Ior registration oI Personnel and Training Courses. NRBPThas
launched the scheme Ior registration oI EIAconsultant organizations. The registration under this
criteria is based on the resources available with the organization including technical expertise oI
consultant, resource persons their educational background as well as experience and expertise.
The objective is to meaningIully contribute towards improving the quality oI EIAs.

EIAs are essentially multi disciplinary activities where inputs are required Irom specialists
having knowledge oI the industry Ior which EIAs are to be carried out as well as in Iunctional
areas like air pollution control, water pollution control, noise and vibration, ecology and bio-
diversity, land use, ground water and hydrology, socio economy, risks and hazard management
etc. The Iunctional area experts are expected to assess the impacts Irom the proposed
development / industrial activities in their respective areas oI expertise and then Ieed the same to
the EIACoordinator. Projects Ior which EIAs are required to be done can be categorized under
the Iollowing heads as given in the newEIANotiIications:
- Mining, extraction oI natural resources, power generation
- Primary processing
- Materials Production
- Materials processing
- ManuIacturing Iabrication
- Services sector
- Physical InIrastructure
- Construction/ Townships/commercial complexes
The EIA Coordinator would need to have broad knowledge about the project, as well as the
above Iunctional areas so that he is able to correlate projected impacts, Ior which inputs have
been given by the various experts on the project activities, and develop an overall impact
assessment andmanagement plan.
Criteria forregistration of EIAConsultant organization
Keeping the above requirements in view, the EIAregistration criteria have been developed as
Iollows:
1. Guidance - on skills and knowledge oI Iunctional area experts. They may be
individuals having requisite educational background and experience in their
respective areas.
2. Registration of EIA consultant organizations - Since EIAs require
comprehensive inputs Irom the project as well as related Iunctional areas, apart
Irom the inIrastructure backup like site monitoring, draIting, oIIice setup etc.,
only organizations would be registered as EIAconsultants. These Organizations
will require utilising the services oI Iunctional area experts with the
qualiIications prescribed by NRBPT.

Assessment Procedure

* Desk top review oI documents pertaining to background oI the organization,
manpower, equipment, experience, etc
* On site veriIication oI oIIice & interviewoI the EIAco-ordinator and some oI the
Iunctional area experts proposed to be used
* Functional area experts may work Ior the consultant as employed, or be
empanelled by the consultant
The Consultant organization shall develop & maintain documented procedures Ior eIIective
administration oI the Consultancy projects in line with ISO9001:2000.
Registration under this scheme is available without restriction to all applicants who satisIy the
registration requirements.
NRBPT reserves all rights to amend its registration criteria, procedures and Iees etc. as it may
deem Iit. Applicants are requested to reIer to the updated criteria on QCI website (www.qcin.org)
beIore applyingIor their registration.
All inIormation provided by the applicants can be veriIied and shared with the stakeholders
including MOEF at any stage during or aIter the assessment process. NRBPT reserves the right
to utilize the inIormation provided by the applicants Ior legal, research, Ior sharing with other
IPC (International Personnel CertiIication Association) members or Ior any other purpose as
may be deemed Iit by NRBPT. In case an applicant wants the inIormation to be kept conIidential,
a communication must be sent to NRBPT citing reasons Ior the same. NRBPT has the right to
take decision in this regard as it may deem Iit.

3.2.1 EIACoordinators

Only organizations will be considered forregistration.
These can be government, public sector or private organizations which could be proprietary
Iirms, partnership Iirms or companies (Pvt. & Public Limited), bodies registered under
Registration oI Society Acts, Research Institutes etc.
The EIAConsultant organization shall have adequate number oI well qualiIied experts Iull time,
part time or on the panel to support the scope oI services being oIIered by the organization.
The educational background and experience oI experts utilized should be commensurate with
the level oI expertise required Ior a particular EIA project. The experts should IulIill the
Iollowingcriteria-
3.2.1.1 Educational Background
a) Graduation / Post Graduation / Doctorate orequivalent in
Engineering- Chemical, Mechanical, Mining, Civil, Environmental etc.
Sciences - Environmental, Physics, Chemistry, Botony/ Zoology,
Geology, Agricultural Sciences etc.
Others - Economics, Sociology, Management, Architecture, Town

3.2.1.2 Experience
The EIA coordinator must have experience in EIA development and
experience / understanding / exposure in the relevant industry oI the project
sectors Ior which he wants to develop EIAs, as well as a Iair level oI
understanding oI major Iunctional areas like air & water pollution, land use,
ecology, socio-economy etc.
The qualiIications, skills and knowledge oI the Iunctional area experts to be
utilized by the EIA Consultant Organization Ior EIA studies have been
speciIied below.

DiIIerent EIAs will require inputs Irom diIIerent levels oI Functional Area Experts depending
on the type and magnitude oI the projects and depth /extent oI anticipated environmental
impacts to help EIA Consultant organization select Iunctional area experts. The Iollowing
guidelines are recommended:
May be involved in EIAs oI smaller size projects or projects with limited
environmental impacts and working under the supervision & guidance oI the
EIAcoordinator.
Experience
3 years in the relevant area (s) as a Iunctional expert oI EIA preparation
team.
3 years teaching/research experience on relevant subjects in a technical /
research institute.
Participated as a team member in data collection/data handling and
publications oI at least 2 survey reports / technical reports.
For medium size projects or projects with broad environmental impacts and
may work independently aIter initial scoping oI the work in consultation with
the EIAcoordinator.
Experience
6 years oI experience in relevant area(s) as Iunctional expert oI an EIA
preparation team.
6 years experience in relevant area(s) as a consultant or in
teaching/research.
Consultancy experience should be relevant Ior EIA development. The
teaching/research experience should be relevant as inputs to EIA
preparation.
For mega/large size projects with wide and long ranging environmental
impacts. Should be able to work in his area independently and contribute
meaningIully in developing the environmental impacts Irom the project in his
area oI expertise along with the EIAcoordinator.
3.3 Work Experience of Functional Area Experts

The Consultant organization shall have adequate resources like oIIice space, equipment
etc to support the scope oI services being provided by the organization. In case the
Organization carries out baseline environmental data generation in-house, then it should
have adequate laboratory and Iield monitoring equipment Iacilities (Details mentioned
in Application Form)
3.5.1 The Quality Management System should be based on ISO 9001:2000
standard.
i) The organization shall develop and maintain documented procedures Ior
the eIIective administration oI the EIAstudies in line with ISO9001:2000,
which should include:
ii) Details oI projects covered
iii) The control oI organization's publicity and advertising
iv) A document control system Ior the maintenance and updating oI
procedures and records.
v) The criteria Ior selecting Iunctional area experts, procedures Ior their
initial training, evaluation oI their delivery and ongoing review oI
perIormance.
vi) Regular management reviews
vii) Records oI EIAstudies conducted including statistical analyses oI reports
submitted Ior approval etc.
vii) Security and conIidentiality oI project reports.
ix) NotiIying NRBPToI signiIicant changes beIore they are implemented.
x) Complaints and appeals.
3.5.2 Records
a) The organization shall maintain records to demonstrate conIormance to
the NRBPTrequirements.
b) Records shall be maintained inEnglish.
c) Records may be in the Iorm oI any type oI media, such as hard copy or
electronic media.

d) These records shall be maintained Ior at least three years.
e) These records shall be made available to NRBPTon demand.
The EIA Consultant Organization shall have documented procedures Ior handling &
disposal oI complaints within a reasonable time.
The documented procedure shall include provision Ior corrective and/or preventive
action to be taken iI required as a result oI any complaint or appeal. The procedures shall
include the potential involvement oI NRBPTin unresolved complaints or appeals.
The organization shall inIorm all clients oI the right to make a complaint or an appeal and
shall provide written details oI the process Ior doing so, on request.
The organization shall notiIy each complainant or appellant in writing oI the result oI the
complaint or appeal andoI the right to appeal against the result to NRBPT.
The organization shall maintain records oI all complaints and appeals, oI their resolution
and the corrective & preventive actions taken.
The organization shall have adequate arrangements consistent with applicable laws to
saIeguard conIidentiality oI all inIormation provided by its clients. These arrangements
shall be extended to include organizations or individuals acting on its behalI and its
representatives.
Except as required, inIormation about an organization shall not be disclosed to a third

3.9.1 Language

All communication, documentation and records Ior NRBPT or those to be reviewed by
NRBPTshall be in English.
3.9.2.1 DESK TOPReviewand Documentation assessment
NRBPTshall evaluate the Iollowing documents which shall be submitted along with the
Application oI Registration -
a) Details regarding the EIA Consultant Organization, experts to be
associated, experience and client list as per Application Form given in this
document
b) Copy oI one EIAs carried out in preceding 2 years Irom the date oI
application (EIAcopy may be returned to the applicant, iI so desired, aIter
processing oI his application Iorm)
c) Quality Manual
d) The criteria Ior selecting experts, procedures Ior assessing their
perIormance
e) OIIice administration documents including promotional material.
AIter the evaluation, NRBPT will inIorm the organization oI the non-conIormities
and/or observations, iI any.
The organization shall be required to close all observations and non-conIormities beIore
the next stage oI assessment.

Following review and acceptance oI the detailed documentation and other procedures,
NRBPT shall undertake at least one Iull assessment oI OIIice, support structure and the
reports prepared by the organization. Interviews oI all/or identiIied empanelled experts
will be conducted during the oIIice assessment.
In case the organization has multiple locations, then a partial assessment oI Iewselected
locations will be conducted by NRBPT. The choice oI locations will be at the discretion
oI NRBPTassessment team.
The organization shall be inIormed oI the Iindings and non-conIormities, iI any.
In case any corrective action is required, the organization shall make the necessary
corrections & improvements, and submit the appropriate documents within a deIined
time schedule.

NRBPT criteria for EA consultant organizations
An additional Iull or partial evaluation may be done by NRBPTto veriIy the compliance
oI corrections.
The NRBPT Registration Committee will take the decision on registration Ior the
organization, depending on theAssessment report.
TheAnnual Registration Iee should be paid by the organization on receipt oI inIormation
Irom NRBPT. Subsequently Ior every year, the organization will have to clear the Iee Ior
surveillance assessment and pay the requisite Iee Ior renewal oI Registration.
AcertiIicate will be issued on receipt oI Iees.
(i) SurveillanceAssessment
To assess an organization's continuing conIormance to NRBPTcriteria and the
eIIective implementation oI the procedures, NRBPT shall conduct an annual
surveillance Ior Administrative procedures, practices and records.
NRBPT reserves the right to carry out more Irequent or longer surveillance as
necessary in case oI complaints/concerns against the organization. Cost Ior the
same shall be borne by the organization.
NRBPTmay also conduct surprise surveillance.
(ii) Re-assessment
NRBPT shall carry out reassessment oI the oIIice, oIIice procedures and
documentation to veriIy the compliance with the NRBPT criteria aIter every
three years.
The organization shall apply in the requisite application Iorm Ior the
reassessment enclosing the necessary papers and the Iee.
NRBPT may suspend or cancel an approval because oI any oI the Iollowing, but not be
limited to:
a) non compliance or violationoI the NRBPTrequirements
b) providing insuIIicient or incorrect inIormation to NRBPT
c) improper use oI NRBPTRegistration mark
d) changes without NRBPTapproval

An appeal against NRBPT shall be made in writing to the Board Chairman. An Appeals
Committee will be constituted out oI the Board Members to resolve the issue.
In case oI non-acceptance oI the decision oI theAppeals Committee by the applicant, the
appeal can be made to the Secretary General, QCI, who will then appoint an arbitrator Ior
the purpose. The arbitration shall be held in the city oI Delhi and shall be in accordance
with theArbitration and Conciliation Act 1996.

All consultants are obliged to improve the standing oI the consultancy proIession by rigorously
observing the Code oI Conduct. Failure to do so may result in suspension or withdrawal oI
registration.
The Consultant Organization undertakes:
a. To act proIessionally, accurately and in unbiased manner. Be truthIul, accurate
andIair to the assigned work, without any Iear or Iavour.
b. To judiciously use inIormation provided by or acquired Irom the client in
developing the EIA and maintain conIidentiality oI inIormation
received/acquired in connection with the assignment.
c. To avoid and / or declare any conIlict oI interest that may aIIect the work to be
carried out.
d. Not to accept any Iavour Irom the clients, or their representatives .
e. Not to act in a manner detrimental to the reputation oI any oI the stakeholders
including NRBPTand the client.

General Information on Payment of Fee for Registration
1. The Iee is to be paid by a Demand DraIt payable at Delhi or a local Cheque oI Delhi in
Iavour oI 'Quality Council oI India.
2. Only the Application Iee is to be sent along with the application. Applications not
accompanied by the application Iee will not be considered.
3. The Annual Iee is to be sent only aIter the receipt oI conIirmation Irom NRBPT.
CertiIicate will be sent aIter receipt oI Iull Iees andexpenses.
4. Annual Iee is to be paid in advance beIore the beginning oI the next year oI
certiIication.
5. The company has the option to pay the total 3 year's Iee in advance based on the
estimates. Balance, iI any, can be paid aIter surveillance assessment.
