Planning Parameters
Open schools within the Target Level* to allow room for future growth
Demographics must be considered when assigning students to schools to reect the
community demographics and to further desegrega+on per our OCR agreement
Students living within a 1 mile distance should be given priority for aJending that school
Minimize Transi+ons for students (Elem>Middle>High)
Natural boundaries ( highways, rivers, etc.) should be used when possible
Keep en+re communi+es together when possible
Consider grandfathering students only in their highest year of school in the building (5th
grade, 8th grade and 12th grade)
Keep 5th grade in an elementary environment across the District

Three year BluBon Plan:



2014-2015: Present 5th graders at Blu[on ES
remain at Blu[on ES for 6th grade (one year only).
BLMS remains grades 6-7, HEMMS remains grades
8-9 and BLHS remains grades 10-12
2015-2016: Open PK-8 school at Davis Rd. Blu[on
ES returns to PK-5 congura+on. BLMS remains
grades 6-7, HEMMS remains grades 8-9 and BLHS
remains grades 10-12
2016-2017: PK-8 at Davis Road, BLMS returns to
grades 6-8 congura+on, HEMMS returns to grades
6-8, BLHS returns to 9-12 with a new aJendance
zone and new high school in New Riverside area
opens with grades 9-12
