The invention is implemented by means of a non-hierarchical network having a fractal structure. Tha is, the system is siructured as 4 network of networks that ma¥ individually display self. Similar characteristics at all levels of aggregation at which they are considered. The system and ils constituent networks are siructurally coupled with their environment through hhermencutie processes. These processes are not based on, and do not use, a priori representations oftheir environment fr of the networks themselves, ‘The system includes hnumber of eybernetic devices which are adapted to Function 4s both the infrastructure of the network and the means by Which tbe network services are delivered to network users These eybemnetic devices communicate with other cyber: netic devious in such a manner so thatthe network is i the form of a fractal, aoa-hicrarchical mesh which i self similar. The cybernetic devices may be particularly adapted to supervise or "mind” one or mote other eybernetic devices functioning at lower level of aggregation or complexity The supervised cybernetic devices may be clustered oF distributed in space and be associated with machines, s¥s- tems or people, The functionality provided by the nctwork includes. provision of communications for dala, voice, videophoney, video-on-demand, entertainment, security, educational services, health care, premises management, fenergy supply and management, banking and similar pure poses US 6,553,355 BL Page 2 OTHER PUBLICATIONS Murily, K.K., Autopoiesis and strategic management in emerging ecoaomies, Innovation in Technology Manage- ‘ment—The Key to Global Leadership, PICMET °97: Port- land International Conference on Mangement and Technol- ogy . 1997 , pp 71, Jan. 1997. inhyoung Lee; Myung Shik Kim, Entanglement teleporta- n, Lasers and Electro-Optics, 1999.
