SEC. lll. STUDY OF REGULATIONS THAT LIMIT GREENHOUSE GAS EMISSIONS FROM NEW AND EXISTING POWER PLANTS.

(a) IN GENERAL.Not later than 180 days after the

6 date of enactment of this Act, the Comptroller General 7 of the United States shall conduct a study on the effect 8 that regulations limiting greenhouse gas emissions from 9 new and existing power plants would have on jobs and en10 ergy prices.

2 1 (b) DETERMINATION.If, based on the study con-

2 ducted under subsection (a), the Secretary of Energy de3 termines that the regulations described in that subsection 4 would directly or indirectly destroy jobs or raise energy 5 prices, the Administrator of the Environmental Protection 6 Agency shall not finalize the regulations.
