Perhaps they dont notice each other, just looking at strange faces walking the sidewalk. Perhaps the dog thinks of how badly it wants to chase the cat. The cat may be thinking of what it would do if chased. It may be that the two are friends, wishing to play with one another when allowed outside. The cats owner may yell at it for playing with the white venetian blinds. Perhaps it is that the cat ran away, only to be picked up by the tenant of the opposing apartment.
