Chairman Barry Smitherman Endorses Ryan Sitton HOUSTON Ryan Sitton, conservative Republican candidate for Railroad Commissioner, announced today the endorsement of Chairman Barry Smitherman. Chairman Smitherman is the current Chairman of the Railroad Commission and has served on the Commission since 2011. Prior to his service on the Railroad Commission, Chairman Smitherman served on the Public Utilities Commission of Texas for over seven years.
