The Port of Muskogee is strategically located near the confluence of the Arkansas, Verdigris and Grand Rivers, at River

Mile 393.8 of the McClellan-Kerr Arkansas River Navigation System. Consisting of both public and private port terminals, the Port offers more than 500 acres of industrial land, one 350' concrete wharf and 20 mooring dolphins, along more than 3,000 feet of navigable waterfront.

As many as 14 local industries depend on access to the Port and waterway. These industries have invested more than $2 billion in their facilities and have created more than 2,500 jobs with a combined payroll in excess $125 million annually. Under contract with the Muskogee City-County Port Authority, Oakleys Terminal Muskogee provides a variety of barge, rail and truck transloading services in the public terminal area of the Port of Muskogee.

In 2013, 4,409 railcars, carrying more than 400,723 thousand tons of cargo, and 515 barges, carrying more than 793 thousand tons of cargo, moved through the Port of Muskogee.

Depending on the weight per cubic foot of cargo, barges on the McClellan-Kerr can carry approximately 1,500 tons of it or about 15 times as much as a rail car and 60 times as much as a truck. To move one ton of freight one mile by barge costs .97, by rail $2.53, and by semi-trailer truck $5.35.
