Final Report

‘The Franconia Board of Selectmen reappointed the members of the
previous Infrastructure Committee in late spring of 2007, and gave the
committee a new name (Infrastructure Study Group) and new mission
statement. The mission statement is appendix A of this report.
The committee consisted of the following members:
George Roorbach, chairman

‘The makeup of the committee is the same as the original
Infrastructure Committee formed by the Board of Selectmen in August of
2005, except that Chris Polich chose not to serve on the new committee, and
the Selectmen appointed Barbara Belz to the committee as a liaison with the
Planning Board.
The March 2007 town meeting appropriated $20,000 for the use of the
committee.2
At the August 21st meeting, George Roorbach resigned as chairman.
At the next meeting (September 4") Jeff Woodward consented to be the new
chairman.
At the September 4" meeting, sub-committees were formed to
study several items in the mission statement, and report back to the full
committee. These-sub-committees are as follows:
Building & Grounds Bldg.; Kathy Mead, Bill Downey
Highway Dept. garage: Ron Kirby, Bob Gilbert (George
Roorbach joined this sub-committee later)
Police Station in the Town Hall: Jeff Woodward,
(Sue Simpson joined this sub-committee later).

Modular police station
‘The recommendations of the ISG Committee are presented in the
order in which they appear in the Board of Selectmen’s Mission Statement.
Relocating the police to the Town Hall
Advantages:
1. The lower level of the Town Hall is rarely used and is available.
2. The available space is more then 3200 sq. ft. and 3 times larger
‘then recommended by national standards, (350 sq.ft. per fulltime
officer) which provides for growth beyond the foreseeable future.
3. The building is a substantially constructed, and it is hard to
envision the building being discontinued in the foreseeable future.
The police station will be more centrally located.
The proposed area is currently heated and insured, although some
increase in insurance will be necessary for furnishings and fixtures.
6. The area already has a garage which can accommodate the police
cruiser, and as a sally port.
7. The Town Hall has town water, and in addition it has a septic
system which has ample capacity to handle the police station.
8. Having the police station in the Town Hall provides a degree of
increased security to the town employees working in the building,
especially if duress/panic alarms are installed in town offices, and
are connected to a central station and to the police station. Note:
