Introduction:
What is your institutions purpose or mission statement?
As the chair of the technology committee for Waipahu Intermediate School, I,
Christopher Raguindin am proposing a technology plan to increase technological support to
teachers and expose students to the rapidly evolving technological world. I propose laying out
technologies that will support and use the functionalities of the iPad, providing students and
teachers with iPads for use in the classroom as well as for check out to be used outside the
classroom. The plan will be implemented over a four to five year period, focusing first on
technologically oriented classrooms then branching out into the core subject classrooms.
Training and adaptation will be the center of the first couple years in order for faculty and
teachers to garner interest in using the technology in the classroom.

century. Students will be able to learn and develop skills for use in the real world and keep
them motivated ensuring that learning does not just stop when the bell rings. Success through
technology will provide opportunity for the many English Language Learners (ELLs) and at-risk
students to take pride in themselves and to boost confidence and motivation to succeed in life.
What are your needs and what is the expected impact of the technology on learning?
Much support and resources are needed to come together in order to implement school-
wide iPad use in the classrooms. Students, teachers, administration, and parents as well as the
community can pull together in order to make the plan successful. Students and teachers will be
the primary users of the technology and thus need extra training. Teachers are to be the door-
openers to this classroom technology while also learning new ways to implement it in day-to-day
lessons. Administration and other faculty must be ready to gauge progress of specific student
groups within the school in order to center the programs plans and goals on the students that
need the support the most. Parents will need to be just as informed as students in the care of the
iPads as students will be able to check out iPads for use at home. The most important resource
needed will be funding to implement the technology as well as its support technologies to use the
full functionality of the iPad.

As the Technology Chair, Id like the plan to improve not only day-to-day lessons but
also teacher training and classroom infrastructure. Forward thinking through technology requires
not only new resources but also improvement of current resources to suit the new technology.
Students will be assigned iPads to care for during their time in class and may also check out
iPads from a reserve, non-classroom stock. This will push the ideas of responsibility and
accountability onto these middle school students. Furthermore through the use of different
applications, students will be able to develop real life skills and be able to identify a myriad of
different technologies, just from being exposed to them. Through the technology committee we
will implement a goal for the students, to be critical thinkers and to use the resources at their
disposal to solve situations of varying difficulty.
Teachers will be trained in basic functions of the iPad and will be introduced to several
apps that may be useful in their particular teaching background. Teachers will be expected to
explore possibilities on their own, creating a full-on learning community with teachers and
students being able to take on the role of the other in the exploration of the technology. Available
as an option could be the opportunity for distance teaching, when the teacher may be unable to
be in class.
A study by Notre Dame University led by Corey Angst found that his college students
used the iPad as an information aggregation tool rather than just an e-reader (Woyke, 2011).
Another study reported by Courtney Subramanian (2012) suggests that iPad use at the younger
levels can increase literacy test scores, making students more enthusiastic about learning
(Subramanian, 2012). This evidence on the usage of iPads in the classroom to improve student
learning is in line with the learning goal of success for Waipahu Intermediate. The idea of

information aggregation is suited for the goal of success outside the classroom as the information
accessed in class can be available to students outside at home.
Goals and Objectives:
What are the student learning goals in regard to implementing the technology?
As part of Hawaiis Department of Education, our school follows the Educational
Technology Standards put forth by the DOE. The standards are based upon National Educational
Technology Standards in order to push forth our students into being effective and ethical users of
technology. The standards shall be put forth as followed:
Basic Operations and Concepts Students will be proficient in the use of technology.
Social, Ethical, and Human Issues Students will be responsible and ethical users of
technology
Technology as a Tool for Productivity Students will use technology to enhance learning
and promote creativity.
Technology as a Tool for Communications Students will use technology to collaborate
and share with peers and use a variety of media to interact with others.
Technology as a Tool for Research Students will use technology to evaluate and collect
information as well as present information in an accurate manner.
Technology as a Tool for Problem Solving and Decision Making Students will use
technology to solve problems and to develop strategies for solving real world problems.

Students will be informed of all steps of the standards and they will work to achieve these
goals. Teachers will be expected to create lessons that adhere to these standards as well as their
core standards. The main goal is for students to be able to use the technology ethically and
effectively in the most creative and critical way possible.
How would it be integrated into the curriculum?
Teachers will be expected to work together as teams in order to integrate the technologies
associated with the iPad use. In order to encompass all parts of the standards with iPad use,
activities must be planned around presentations for the students as well as presentation of real
life situations in order to create lessons with functional knowledge being taught. Integration will
come in several stages in order to be successful. First, the committee will meet with teachers and
introduce the idea and provide training and initial learning applications that teachers can explore
and figure out how to use with their classroom. The teachers must form teams within their track
levels or within departments to develop technological plans that will mirror the standards and
they must explore and share available applications as a team to find effective ways to utilize the
iPads and their accompanying technology. Second, time will be provided to test the effectiveness
of the technology and to figure out what students would be most likely to use the technologies
for. Third, after a few trials, teachers will implement their plans based on their observations,
introducing technological tools they developed themselves or with their peers. Administration
will provide support as needed when upgrading facilities in order for teachers to use the
technologies most effectively. Technology professionals may also be brought in to educate
teachers and faculty in the most effective usage of the new educational technologies.
Implementation will cost money and this may be included in budget for staff development days
and training monies.

Implementation on the part of the teachers will include the standards as follows:
Basic Operations and Concepts Students will be taught how to use basic commands and
included applications on the iPad.
Social, Ethical, and Human Issues Students will be informed on what is proper behavior
when surfing the internet and teachers will relate current events to teach students how to be
social conscious.
Technology as a Tool for Productivity Students will be allowed to explore the use of
the iPad in order to complete assignments in a creative manner.
Technology as a Tool for Communications Students will be able to use iPads to
aggregate information and to share and present to peers and an audience. Different applications
will allow remote access off of iPad and allow for group work.
Technology as a Tool for Research Students will be given the opportunity research
using the iPads and to create tables and graphs to present to audiences.
Technology as a Tool for Problem Solving and Decision Making Freedom of
application use to solve problems and activities will be related to real life problems in order to
foster thinking outside of the box.

Resources needed:
What technological tools would be needed to carry out the vision, goals, and objectives of
your institution?

There are several technological tools needed to be able to integrate the iPad into
classrooms at the level we envision. The first requirement will be a set of iPads for use within
each classroom. This will be implemented after a thorough study, first starting with at-risk, ELL,
and Special Education classrooms. Then, iPad sets would be distributed to different tracked
classrooms according to department or core subject teams. iPads would be pre-loaded with
defaults and programs specific to the needs of each team of teachers in order to minimize
potential unethical use of the technology. Eventually all iPads within the school will be able to
access all programs and apps that the others have, after preliminary testing among students.
Eventually there will be a small, separate set in order to students to borrow from the school
library for academic use only.
In order to support cooperative learning among students and to introduce distance
learning and increasing presentation support, projectors will need to be provided to each class.
Combined with this would be a laptop or desktop for use with the projector with networking
capability compatible with the iPads in order to be able to project a particular iPads screen.
Wiring and networking capabilities campus-wide would also be required as wireless functionally
of the iPad would allow them to be used throughout campus without much interruption in
connectivity. Productivity and communications are part of the basic goals for this program.
Bandwidth and general connectivity must also be increased if every classroom would eventually
be accessing the internet wi-fi. Students already have online data storage up to 2 GB and with
more students having greater access to this, the wi-fi infrastructure needs to be upgraded.
Waipahu Intermediated School already has a technology support staff but extra training
may be required in order to ready them for school-wide iPad implementation. Students and staff
will be able to visit the support staff for any issues. The support team will be directly responsible

for maintenance and care of iPads and their support technologies as well as research into new
applications that may be useful. Extra training would also need to be provided to faculty and
teachers in order to use all technologies effectively. In order to teachers to implement lessons,
they would first need to understand their resources.
Several applications will be used in order to provide support for teachers and students.
But applications also require research in their effectiveness and eventually need to be purchased
as well. Several Apple applications such as Numbers, Pages, and Keynote provide powerful
presentation and essay writing resources. The App store also has a multitude of educational
applications available for download. iTunes U also has hundreds of thousands of lectures and
essays for review in order to enhance the learning experience or for research. All of these
possibilities must be researched by the team and bought in order to provide for students and
teachers.
The technological needs of the school are as follows:
Connectivity and Servers An increase in bandwidth and security to ensure that
classrooms are always connected
Audio Visual Support Projectors, screens, and other things such as a SmartBoard would
have to be maintained in order to deliver lessons and presentations
Distance Learning and Communications Connections to online resources and lectures,
Skype and Facetime if teacher may not be able to be physically in the classroom.
Interactive Hardware and Software Access to new programs and applications usable by
the iPad. New hardware can include SmartBoard which has iPad presentation
functionality.

This summary of technological needs would be constantly evolving as technology improves.
Therefore they are kept loosely defined in order to compete with the need for change and
adaptation.
How would they support the student learning goals?
The opportunity for a student to be creative in using and iPad in the classroom is almost
limitless. Students gain wireless access to a multitude of academic websites and lectures via
iTunes U or even just the regular internet. Communication via presentation or Skype will also
allow students to collaborate with peers on projects or daily assignments. Through this it
becomes possible to offer additional online content outside class in order to bolster in-class
instruction and allow students greater freedom in the control of their education. Those that
choose to use all options available to them will breeze quicker through lessons and obtain a
quality education based on their own success and motivations.
Insuring that hardware, software, and server infrastructure is in place would allow for
lessons to flow seamlessly. This would be especially true if teachers of different disciplines work
as teams. Communication would be quicker and lessons could flow together and even relate to
one another, connecting all subjects together. Integration of several subjects serves to jog a
students critical thinking skills, allowing them to be more apt to transferring knowledge onto
other realms of learning. We must remember that these technological tools are just support and
cannot replace lessons being taught in the classroom.
Where would they be located?
iPads would be located within the classroom in a secure immovable area. Though many
classrooms now have laptops situated on carts, which allows easy trading between classrooms,

because of the iPads value, the ability to stay in one place would far outweigh the convenience
of transport. Each iPad would be marked via sticker in order to preserve the finish of the iPad
and be assigned to specific classrooms or departments. Each iPad set would be equipped with a
stand and earbuds to increase productivity.
In each classroom there would be new screens, monitors, and projectors in order to
present all the work students and teachers may want to show. This will also come with upgraded
wiring, modems, and servers. This will make sure that students will be motivated to use more
technological tools.
Students that would like to check out iPads would go to the library where class-sized set
would be available to borrow. All students have a school account that they use to buy lunch and
borrow books. Putting a borrowed laptop towards this same functionality would not be difficult
to accomplish.
In general what type of budget would be needed for purchasing these resources?
Implementation of iPads in the classroom would take plenty of funding but the rewards
will be reaped quickly. The iPad is a costly item but bundled for educational purposes it can
bring down the cost. If we take into account the cost of textbooks, the cost of the program would
save the school money. It is more sensible to purchase new books via the iBooks application
rather than heavy books.

Total cost: $6,299
Excluding AppleCare would save about $800 and we can use the money instead on training
and other parts of the technological plan. Taking into account that most classes have between 20-
30 students, we can estimate the cost to be just under $19,000 per classroom. Quality wiring and
server upgrades could up the value to about $1000 per month. Further expenses may include
projectors which are around $400 for a quality model. Figuring that there are about 60
classrooms at Waipahu Intermediate School, fully outfitting a single classroom would cost about
$20,000.
Therefore $20,000 x 60 = $1,200,000 to outfit each classroom. Upgrades to servers and
wiring could take several thousands of dollars with monthly fees about $600 a month. I would
estimate about $1,300,000 would effectively fit comfortably with the plan. For those teachers
that would like a SmartBoard in the classroom, that would be another $5000. This option would
add about another $350,000 to the plan.
To stay within a budget and giving leeway for the needs of teachers, a comfortable $1.5
million plan is proposed in order to implement the new technologies. Though a public school,
Waipahu Intermediate is well connected and would like to see more parents and community
members help to make this dream come true. The extra $200,000 on top of the cost of laptops
and technology would go towards training and professional development, miscellaneous
supplies, and any extra labored required to install and implement the plan. The budget will be
proposed by the technology committee with them overseeing any extra costs.
How will the effectiveness of these resources be measured?

Effectiveness of the new resources will be measured through student evaluation, surveys,
and observation. Students will have a digital portfolio showcasing the work theyve done through
the iPad and its technologies. The iPad has a quality camera and video functionality, they can
record their presentations with this, including their in class assignments into their portfolios.
Work with their homeroom teachers will teach them the importance of portfolios and resumes in
order to relate the portfolio to a real life situation of finding a job. Portfolios will be supervised
through Advisory/Homeroom teachers with support from subject teachers in order to fill up. The
portfolio will be a measure of how students are using the technology and how effective they are
using it.
Another measure of effectiveness would be through surveys to the students and teachers.
Students will take surveys on how they use the technologies and what they find useful and not
useful. Because the technology committee wants to slowly implement the plan throughout the
school, portfolios and surveys will be great in reducing costs or gauging if more funding is
needed. Streamlining the plan through surveys from teachers and students will be the main focus
for the first year of the plan.
Training
What type of training would be involved with integrating the technology?
Training for iPad use and integration into the lesson can be provided through Apple.
Adding on a training session to an education bundle costs $4,500 to implement for 16 people
over a two day period. The program is instructor led and includes introduction to the technology,
applications towards different core subjects and for students with special needs, how to
implement the technology in instruction, leadership in the implementation of the technology

school-wide as a program, and finally a section on support outside of the workshop. After the
initial training, the faculty which will have been most of the technology committee will be
responsible to disseminating the information to the rest of the faculty and teachers. The
technology committee will write up manuals detailing and highlighting parts of the training as
they pertain to the educational plan. The professionally trained team would have at least one
teacher from each subject as well as the technology committee in order to formulate proper plans
for lesson integration.
What will be required in terms of staff development to support the goals for future student
learning?
More days will be required as staff development days in order to get staff trained and
ready to implement this technology plan. Following the initial training, departments will need to
take separate professional development days in order to train in specific to subject matter. Then,
teams of teachers will need to collaborate and use further staff development time to develop for
students along different tracks of learning.
Additional sessions provided by the technology committee will be available for sign up in
order to explain the support technologies. For those teachers that opt for SmartBoard classroom
integration, there needs to be additional training in order to successfully integrate it with the
iPad.
Maintenance:
What is the plan for maintaining these resources?

Through the Apple training the technology committee will be able to learn how to
properly care for and maintain the iPad and its peripherals. As for teachers holding the iPads,
they will be responsible for instructing students on proper care and maintenance as well as
keeping tabs on students who do not follow set instructions on ethical use and care.
Purchase and App research would be a key responsibility of the technology committee.
Another responsibility is to keep the iPads constantly updated in order to use the complete
functionality of the device. Keeping a device up to standards would be a continuous job.
Who will be responsible for maintenance?
The technology committee will be mainly responsible for the maintenance that the
teachers or students are unable to do. If there is a particular problem, the committee will be there
to fix or address the problem. Because they are also responsible for the servers and general
internet connection, the committee is also responsible for this as well.
Future Goals:
What are the short term goals for integrating the technology into the curriculum?
The short term goals are to have the initial group of testers for the program trained within
a semester and to implement the program throughout the rest of the school year. This will show
how viable the program is and how to implement the plan most effectively. Basic training for
teachers will be through the Apple training program and students will be guided through basic
use and care of the device. The goals for teachers will be: Basic use and care, lesson
implementation in at least 50% of the class, and completion of training. Goals for the students

will be: basic care and maintenance, creative use of the device, and creation of a digital
portofolio.
What are the long term goals for integrating the technology into the curriculum?
Some long term goals will be school-wide upgrades to the servers and wi-fi capabilities.
This will not only increase the functionality of the devices but improve school infrastructure
through rewiring. Another long term goal will be implementation of the technology throughout
the school.
For faculty goals will be set as such: Teachers will work together and collaborate in order
to together lessons. This will allow students to transfer knowledge easily and to apply these skills
in real world situations. Teachers will also follow the State Standards on implementation of
educational technology, incorporating the device in most lessons, documenting the fact and
assessing student performance and use of the device. A goal of students will include
instantaneous thought to document important assignments for their portfolio and academic
resume, preparing them with skills for their future. They will be able to use modern technology
to build and create presentations for appropriate audiences no matter what learning track or level
the students are at. Assessment of the ultimate goal after school wide implementation will be
after five years. The technology committee will review goals and assessments and deem the
effectiveness of the program and how it can be improved.
Student Assessment:
How will the institution current technology assist with student assessment?

Current technology at Waipahu Intermediate School includes use of Nooks and iPads in
the library which are used to assess student reading levels through programs that devise student
lexile levels. Other subject areas rely on Scantron sheets and traditional exam assessment
procedures. These traditional ways of assessment will not be obsolete with the advent of new
technology but rather be a measure of student learning. Technology makes things easier but there
is always a chance of students using less than ethical methods to complete assignments, therefore
traditional assessment is indispensible.
How will the technology-based assessments be incorporated in the future?
Incorporating technology-based assessments can be easier than one thinks. For example,
online tests may be given with randomized questions pulled from a bank of questions in order to
have completely different tests. One could disable copy and paste commands in order to teach
proper netiquette. There is also a program that is used to monitor several computer screens at the
same time on a revolving basis to make sure students are not cheating, getting off task, or even
completing the test without really thinking about the questions. One could call out the computer
or iPad number, singling out the student and letting them know that you are watching their
unethical use.
Concluding Remarks:
How will this plan fulfill meeting the ISTEs NETS for teachers?
This plan will fulfill each of the ISTEs NETs for teachers as the Apps that the iPad has
available without customization is very varied and after adding Apps it can do almost anything a
student would need to do in a portable design.

1. Facilitate and Inspire Student Learning and Creativity
Teachers will be able to use their content expertise to present lessons that are both
fulfilling with functional knowledge with use of the device. It will promote real life skills
through documentation using a wide spread of applications and allow students to
collaborate with peers in order to complete assignments whether they are face to face or
online. Digital portfolios and resumes will be presented completely up to the student.
2. Design and Develop Digital Age Learning Experiences and Assessments
Teachers can personalize activities to each classroom to address learning styles and goals
students may have to complete certain projects. Assessments can be randomized or
provided by documentation of actual work students have completed. A math teacher can
create a test with fifty problems and randomize these problems through each access
through an application in order to prevent cheating. Documentation of projects can be
done in a Social Studies classroom when undergoing field trips here in Hawaii.
3. Model Digital Age Work and Learning
Students will be able to collaborate with one another using the iPad whether they are in
class or at home. They will be able to analyze using different applications such as
Numbers and present this information to an audience. Their fluency in the device will be
taught by the teachers within the first few lessons. A teacher can highlight certain lectures
to be used in iTunes U in an online forum through which students can comment on and
respond to others.
4. Promote and Model Digital Citizenship and Responsibility
Students will be taught ethical and effective practices through the teacher modeling
correct citations. Digital etiquette through different models such as APA will be stressed

in order for students to create original works. English teachers will be most responsible
for teaching proper netiquette and showing students the proper way to cite materials.
5. Engage in Professional Growth and Leadership
Teachers generally participate in professional development conferences in order to
improve content knowledge and learn strategies to create meaningful lessons for students.
With the development of modern technology a teacher can figure out how to incorporate
these strategies based on current research and implement lessons using the iPad and
different peripheral devices.
Examples of each portion of NETs will have to be documented by each teacher in order
to properly evaluate the effectiveness of the plan. This focus of NETs and the state standards will
ensure students are developing 21
st
century skills and life skills for their future. Adaptation into
the future will continue to improve not only teacher and educator resources but the infrastructure
of the schools, ensuring the students will have up-to-date technology and resources and not be
learning out of aged books. Consider granting Waipahu Intermediate School with additional
grant money in order to afford our technology plan.
