TOURNAMENT RULES

1. RULES OF THE GAME

The rules set by the International Rugby Board (under 19) will be used throughout the tournament.


2. PLAYER QUALIFICATIONS (AGE LIMIT)

The players must be under 14 years of age on 1
st
January of the tournament year (born in 2000) and under 16 years of
age (born in 1998). Only Identification Cards (original copy) will be accepted as proof of age. All participants must be
students registered in the school attendance register.


3. NUMBER OF PLAYERS

Each team can register not more than 25 players and 2 officials (Team manager and Coach).


4. PLAYER REGISTRATION

The team manager must register his players with their Identification Cards. Registration must be done before the
games commence on the first day of the tournament. Any changes to the team or additions will not be accepted after
that.


5. COMPETITION FORMAT

5.1 First Round

5.1.1 All teams that are taking part will be divided into 3 (THREE) groups which are A, B AND C. The
tournament will be played using the round robin system


5.2 Second Round

5.2.1 The 8 best teams (ranking 1 8) will play in the CUP/PLATE/BOWL quarter finals. The teams
that win will play in the CUP/PLATE semi-finals, the teams that lose will play in the BOWL
semi-final. The games will be played using the knockout system

5.2.2 Teams ranking from 9
th
to 12
th
will play in the SHIELD semi finals. The teams that win will
play in the SHIELD finals. The games will be played using the knockout system


6. RANKINGS IN GROUP

Points will be given as follows;
Win : 3 points
Draw : 1 points
Loss : 0 points

6.1 Determination of the ranking will be determined by the following system:

a) Difference in score will be divided by number of games. The team with the highest score will be put at a
higher/better ranking

6.2 In the quarter-final to the final, the tournament will follow knockout system. In the event of a draw after full time
position, the following measures will be used to determine the winner:

a) In the event of a tie, 5 minutes of extra time will be played. The team that scores first will be counted as the
winner (sudden death).
b) If the game is still tied, penalties from the 22m line will be taken in turns (drop kick), will be carried out as
sudden death (3 times per team)
c) If the game is still tied, a coin toss will occur. Best of threewill be applied

7. PLAYING TIME

7.1 Playing time in group stages until semi finals are 15 minutes 5 minutes 15 minutes (Under 14) and 20 minutes
5 minutes 20 minutes (Under 16)

7.2 Playing time for final matches are 20 minutes 5 minutes 20 minutes (Under 14) and 25 minutes 5 minutes
25 minutes (Under 16)



8. SUBSTITUTIONS

8.1 Rolling substitution systemwill be applied


9. YELLOW CARDS (SIN BIN) and RED CARDS

9.1 Players that are given a yellow card (sin bin) in one game will be suspended from playing for 5 minutes

9.2 Players that are given a red card in any one game will be suspended for the whole game until the disciplinary
board meets.



10. REPORTING TIME

10.1 All teams must be ready 10 minutes before the game starts

10.2 All Team Managers must send a name list of the players 10 minutes before a game begins to the Pitch
Marshall

10.3 All teams must have at least 13 players to start a game. If not, a walkover will be given to the opposing team
with a score of 21 0.

10.4 If both teams do not report themselves to the referee 3 minutes after the specified time, the game will be
cancelled.




11. PROTESTS

11.1 Protests must be done in writing and sent to the Tournament Organiser in the time span of 20 minutes after
the game has ended.
11.2 Playing under protest is allowed. If the protest succeeds, a win is given to the team who made the protest
with the score of 21 0.
11.3 Each protest (11.1 and 11.2) must be accompanied by RM300.00(Ringgit Malaysia 300) cash and this cash
will be returned (50 percent) if the protest is successful.


12. APPEALS BOARD

All protests/appeals will be decided by the Board of Appeals and Discipline Committee which consists of the
Tournament Organizer or his representatives as Organizer, Organizing Secretary or his representative as Secretary,
Technical Manager of Tournament or his representative and two Team Managers who are not involved.

13. REFEREES

Referees will be elected by the Tournament Organizers with the help and cooperation of the Rugby Referees
Association of Malaysia and the Rugby Association of Melaka


14. PENALTIES

The Tournament Organizers have the right to impose a penalty to the teams who go against or break rules 2, 3, 9 and
10.


15. INTERPRETATION OF LAW AND COMPETITION RULES

The Tournament Organizers reserve the right to interpret all that is not published in the Rules and Regulations of the
Tournament and the referees decision is final.
